Here's an article I found about what was the Allen House in Price Hill / Cincinnati:

There's not much other detail to be found on the internet, as the facility was closed as a shelter for children several years ago. I actually lived there on two occasions - once as a toddler or preschooler, and again as a teenager. It was basically an emergency shelter for kids, with the expectation of finding a more permanent living situation as quickly as possible.

I will tell you from experience that this place was a dump - at least when I lived there. Lot of troubled kids living under one roof made for a constantly turbulent atmosphere. Innocent kids were corrupted. I often recall the facility itself to be like a military infirmary. A few large dorm rooms with cold ceramic tile and cast iron beds. School lockers to keep a few belongings in. Had to carefully guard and hide anything of value. I don't remember any kind of on-site counseling (certainly nothing consistent or effective if there was). While I didn't personally experience any staff abuse (was a quiet kid who tried to keep to himself), there were quite a few very emotionally troubled kids who weren't treated well at all - especially by the other resident kids. There was plenty of emotional, physical, and sexual abuse that occurred. Those things I witnessed first hand. I remember going back for a visit in the early 1990s, just to see what the place looked like. They had done a lot of remodeling and added a lot of carpet, individual rooms, an exercise facility, and probably more amenities I didn't get to see. Despite that effort, my understanding is that they finally closed the place due to multiple reported abuses. Not surprising.
