I personally took a packet to the police chief of Martins Ferry Ohio, Kayla at The Times Leader in Martins Ferry Ohio, as well as the Patti the manager at Jay Cee Manor of violations regarding safety and security. I personally had the Police Chief tell me that security is in fact inadequate and the manager at Jay Cee Manor repeatedly puts illegal tenants in apartment despite him offering his service to do background checks before they are accepted. All this and more contributes to an unsafe environment which I made all involved aware before this incident and have records of my correspondence to all parties involved. I told them this was going to happen and is criminal negligence in my opinion. This girl should sue . Nothing gets done in this valley regarding safety or the basic services of the poor and in particular black people. But you can bet if it was a middle or upper class white girl this issue would have been addressed for what it is. I provided all these parties involved a history of numerous violent crimes that have occurred over the years at Jay Cee and numerous safety and security issues and warned them all that this would happen and have records to prove it yet nothing is done. I told the chief I will testify to our conversation under oath no problem. People are fed up whith, the rape, murder and overall crime base that Jay Cee Manor contributes to just for a buck but our law enforcement, news agency and others refuse to report and do their jobs. Another incident will happen again and security and safety has not changed over the years. I'm 47 and been going to Jay Cee since a boy and in 2014 I don't see any difference in security . Anyone can come and go as they whish n do whatever they want. We still got the good old boys network strong as ever and the poor are denied the basic services in regards to safety and security and no one cares. Legal action should be taken and I will be reaching out to the victim to let her and others know that everyone was well aware and this could and should have been prevented instead we are just waiting for the next incident and hoping no one dies the next time. Review the history of violent crimes at Jay Cee Manor and any reasonable person who was concerned with the safety and security of its tenets would have upgraded security a long time ago. This in my opinion is criminal negligence and I don't know what it's going to take to get the proper authorities to do something and the news to do its job as well. Our women and children matter to us to. This is shameful
