prior to the raids, the city council was asked if pot sales should be halted pending discussion of rules, zoning, etc. gomes, brown, and sampayan voted to allow them to continue, even mcconnell wanted to shut them down, but sunga was absent so it was a 3-3 split and no action taken. even after the first raid, the council did not direct the city manager to halt the raids. so don't hang any civil action consequences on the p.d., gomes, brown, and sampayan own the whole thing.

That's correct, the raids followed the YES vote to leave them all open, so the consequences clearly belong to those members who allowed sales to continue. Had the voted to close, no raids, no court costs, no civil paydays for defendants.
Gomes, Brown, and Sampayan are responsible for setting up the conditions to stage the raids, there's no way to dance around that fact.

Well Matt, I'm glad you don't have to face jail time but if you're smart you'll move on to greener pastures. When the people here smoke mj, some of them get careless and stupid. We have enough stupid people in Vallejo for any one town so less mj is probably a good thing. Take care.
