The owners of the languishing Mare Island Rail Service have launched an effort to make creating a Port District of Vallejo a major issue in the upcoming City Council election campaign, company spokesmen said.

A letter to all Vallejo citizens pushing this idea is circulating and company officials say they are working their way through the council candidates, discussing the issue.

The railroad's Rydel Peterson, who says he's lived in town most of the three years his firm has provided rail service to Mare Island, acknowledged a port district would revive his business. He insists, however, that it also would recharge the city.

It was what train officials thought was a vision shared by city and Lennar Mare Island (LMI) officials when they were brought in from Washington state to replace the former rail service provider, Peterson said.

LMI spokesman Jason Keadjian said his firm "has always supported, promoted, and facilitated marine-related uses along the Mare Island waterfront, and "welcomes and considers all proposals and potential uses based on their merits, consistency with the community's reuse plan, financial feasibility, compatibility with existing businesses and land uses, potential environmental impacts and other factors."

Since rail would be an important element of a port district, Peterson said his company's officials are not getting a welcoming impression from LMI.

"Everyone seemed to be on board with the development of an industrial base on the island, but since then, Lennar has not seemed to want rail service on the island, and the city seems to be supporting that viewpoint," he said. "We thought everyone was behind it, that's why we entered into a 50-year lease with the city."

Mare Island Rail Service (MIRS) has since been banned by LMI from operating on most of the island and now serves just one client there, Alstom Transport, a large rail car repair firm that would likely leave without rail service. In March, a judge temporarily enjoined the city from cutting ties with MIRS for not providing rail service to the island as promised.

At an impasse with LMI, MIRS officials say that rather than back particular candidates, they're hoping to get as many candidates as possible to adopt their vision, Peterson and MIRS advisor, former Vallejo City Councilman Jack Higgins said.

Candidates Rozzana Verder-Aliga, Pippin Dew, Katy Miessner and Joanne Schivley said they don't have enough information to make an informed comment. Candidate Liat Meitzenheimer did not return requests for comment Wednesday.

"Jack Higgins has approached me briefly about this.... for only a couple of sentences worth," Verder-Aliga said. "I haven't had any discussion with him on it. I can't comment now until I know exactly what their proposal is."

Schivley, who said she has not yet been approached by the group, called 2013 Campaign Vallejo -- Pathway to the Port of Vallejo, also said she needs more information.

Jess Malgapo, speaking as a councilman rather than a candidate, said he, too, needs more details but is willing to entertain the idea.

"Without the benefit of any reviews or studies, I would lean toward the establishment of a Port of Mare Island," Malgapo said. "But there's going to have to be some expert analysis... it's very early."

Recognizing the area's space limitations and the need for more frequent dredging, Malgapo said he's nevertheless "attracted to any idea that will attract jobs to Vallejo."

Malgapo said he thinks North Mare Island wouldn't work as a port because the water is too shallow and all the shipping-related infrastructure like cranes, docks and piers, are farther south.

Peterson said Campaign Vallejo envisions a rail loop in north Mare Island, which, he said, wouldn't preclude other uses, like a park or other businesses, sharing the space.

Jess Malgapo, you appear to me a sensible and intelligent man. I hope you can find some political allies to help build our industrial base. You will hear from all the naysayers about how industry has moved overseas and yet we have industries pleading with Vallejo and LMI to let them work right here - in VALLEJO.

Good luck, it's a uphill battle with the dim bulbs we have haunting around Santa Clara street currently.

Mare Island would be a good barge and rail hub, but not ships, too much dredging costs. Putting in a rail loop would pay off for a number of import/export businesses, IMO. Make something, sell it, ship it.

jobs growth especially on mare island needs to be compatible with the large numbers of unskilled we have desperate for work. this nonsense about high tech clean jobs will attract new educated residents is complete baloney, you know it is. people like that will not settle down in present day vallejo, get right with yourselves on that, vallejo sucks!

mare island is the only place to tout jobs, you won't hear schivley or the other two talk jobs at mare island without the caveat that only clean, green, socially conscience businesses be allowed.
