in a preliminary hearing, the burden of evidence is far less than in a trial. in fact, "beyond a reasonable doubt," is only applicable in a trial. in a preliminary hearing, the DA simply had to present evidence enough to stimulate a suspicion that a crime may have been committed. the DA fell short in one case, and has pulled his punches in subsequent cases, knowing that the evidence gathered by VPD shows no evidence of any crimes having been committed. Their unofficial response remains the same as when the raids started, "sales of cannabis are illegal." well, not according to the laws of the state they are sworn to serve and uphold. not according to the judge, and now, not according to the DA. it is a shame that this opportunity to learn, to build bridges, and to work together as a city and a community was run aground by a vigilante police department that had something to prove. i want to remind everyone that marijuana arrests outnumbered violent crime arrests in 2011, for the first time in our nations history. the drug war machine and the soldiers dependent on its funds are pushing back hard at the people of the nation who have now legalized or decriminalized cannabis for either medical or recreational use. over half of the states in the union now have sensible cannabis legislation. usage rates have not skyrocketed in these states, despite popular propaganda. more than half of the nations population supports cannabis legalization, for either medical or recreational purposes. the only people who lose when cannabis is legalized are the people who are paid to investigate, persecute, arrest, prosecute, imprison, and institutionalize the victims of the drug war. we have built an economy of lies, deceit, and ultimately imprisonment of those deemed "undesirable." do some research, look to portugal, amsterdam, and other areas of the world where sensible drug policy has helped to stop misuse, treat addiction, and free resources from jails, returning them to the people who need them most. most of all, i encourage every vallejo citizen to research LEAP. Law Enforcement Against Prohibition perhaps makes the best case for an end to the drug war. comprised of drug war soldiers who have been the tools of repression, they have seen the toll that the drug war takes on our society. please keep an open mind, and look to the evidence.

Maybe you should read the staff reports for tomorrow. It includes minutes of the last closed session where Sappy bailed on VPOA discussion, and Gomes skipped CAMP discussion.
