In an astonishingly unbelievable and desperate attempt to garner votes for his VIB council candidates, VIB Editor, Marc Garman has written the following article on his website. The article seethes with the years old personal hatred for anyone whose political views are different from VIB's. The article is written with no evidence or proof what so ever, only based upon a "rumor". The concoction of this scheme is typical for the hateful Garman. Little does he know that he and his VIB cohorts are in for a shock and a surprise come Election Day when the people of Vallejo speak through their votes and reject all of the VIB candidates, Schivley, Meissner and Meitzenheimer, the three headed Medusa of VIB hatred, division and obstruction.

Osby Davis is at it again. He wants to change our City Charter and grab the reigns. Be the Big Kahuna with all the power...The Master and Commander of the City Helm, The Head Cheese etc.
According to reliable sources,(the walls in City Hall are as porous as a tea strainer) Davis has again begun his push for changing our city from a Strong City Manager form of government into a Strong Mayor form of municipal management. Nothing has been said publicly, but the pieces are being put in place quietly.
Davis' enduring and persistent drive to be King can only be described as a deranged and reckless form of egomania. Of course, Davis thinks he knows best. He is confident that he is the smartest guy in the room. This is the attitude that led him to support numerous damaging decisions in his tenure as mayor such as the 6.29% raise for police while the city was bankrupt or the ridiculous (failed) ones like his idea of having tarnished Miami Bond King Calvin Grigsby buy our municipal debt. In the end even Grigsby thought the idea was nuts and bailed. I won't bore you with the extended list.
Davis' own appointees on the Charter Review Committee had a very dim view of the Strong Mayor idea being a good fit for Vallejo. No city in California with less than 400,000 or so in population employs a Strong Mayor form of government for several good reasons:
With a limited pool of talented candidates to choose from in smaller cities such as Vallejo, the likelihood of handing a lot of power to an incompetent Bozo is considerably higher. I could stop here, but I'll continue.
Just because someone is a convincing or even seasoned politician does not mean that they are competent at the very specialized and specific practice of managing a city. Typically, Strong Mayor cities need an entire extra layer of management attached to the office of the Mayor in order to navigate the hurdles of governmental bureaucracy, much as City Manager Dan Keen does now, but at the bidding of the Strong Mayor. For an example look at the disaster in Oakland with Ron Dellums...an experienced legislator who became a Strong Mayor, fell on his face and had to hire and re-hire city management staff in an attempt to fix things once he got his ego bruised. Jean Quan his successor has tripped over herself pretty demonstrably as well.(I think Oakland is on their fourth police chief since Quan took office) A Strong Mayor form of government would be much more expensive for Vallejo in many ways.
Speaking of expensive...let's take a look at the possible casualties: If you think that current City Manager Dan Keen will stick around to be a clerk for a Strong Mayor Osby guess again. Will Keen's appointee Police Chief Joseph Kreins stick around if Keen leaves? Wouldn't count on that either. This would be very unfortunate considering the positive strides both men have made at changing the culture in City Hall and in the Police Department for the better.
Most cities that employ a Strong Mayor also use a district voting system with more representatives to put the views of individual neighborhoods etc. forward. District representatives act to communicate community concerns and interests to the Strong Mayor. Again, this system is much more costly and more suited to a larger city.
A full time Strong Mayor will also command a higher salary...say something in line with the current very high salaries bestowed on say...a City Manager. And the full time support staff will have to be paid an attractive wage as well.
Also don't forget: This would be a MAJOR charter level change to our city government extending well beyond the tenure of Osby Davis. If it doesn't work out it will be hard to change back. Strong Mayor Hermie Sunga anyone?

Aside from this whole Strong Mayor thing being an obviously bad idea on many levels, the exact means by which Osby intends to usurp power is unclear, but it does look like a coup. If Osby is able to get enough supporters of his hairbrained scheme elected to council to place the measure on the ballot, he will be at or very near the end of his two term (plus one year due to even year voting) tenure and thus termed out. Will there be a measure to reset term limits? or some annulment declaring the previous two terms “don't count” since they were not vested with the full power and might of a Strong Mayor?

Let's see this latest ego-maniacal tirade come to an end and instead concentrate on fixing the real problems facing our city. And be sure to ask the current crop of City Council candidates where they stand on this madness.
If this succeeds, we can expect to smell the cigar smoke seeping from under the door of the office of the Mayor. Cough, cough.

There is no doubt, in my opinion, that the underlying motivation of Garman's recent pot-stirring at the School Board and this imaginative work is a disdain for blacks, especially blacks of authority who he deems unworthy of the role. He also takes another swing at Filipinos as simple dumb coconut tree climbers. Garman is a disturbed individual, seething at the Vallejo condition he chose to move to and where he is now trapped with the rest of us.

Clueless Sam doesn't get it. The Garman article is not about votes, it's about Osby's political delusions, exemplified by his pursuit of a strong mayor government.

Yo, Spammy, here's a clue: Garman isn't running for office, so which votes is he trying to grab? Have you considered that Garman might not support the strong mayor concept regardless of who's in office?

I see a man with an issue with a school board, presided over by a black woman. I see a man with an issue with the incumbent Mayor, who happens to be black.

Or perhaps I see a man who values the content of character rather than skin color. The record points to this conclusion.

At any rate, giving a pass for skin color is even more onerous than your misplaced understanding of racism, which incidently, you display an astounding lack thereof.

Despite what some of the regular VIB morons like them think, I completely understand the article.

This is the specific reason I posted the article:

In simple English, Garman is suggesting that his people need to be elected gto avoid a council majority shift and an increase in the likelihood that the strong Mayor idea will proliferate.

In simple English, if the current Mayor has schemes to empower the position above and beyond the current Charter stipulations, of course every effort should be made to elect people with a fundamental desire to do what is best for the entire community. When local corruption is taken care of, it becomes clearer what needs to be accomplished nationally.
