State superintendent to visit Vallejo

State Superintendent of Public Instruction Tom Torklakson will formally return local governance Monday to the Vallejo school board.

The Vallejo City Unified School District board was stripped of its powers in 2004 when a financial scandal and mounting debt forced the trustees to ask for a $60 million state loan.

Richard Damelio was appointed as state administrator over five operational areas: personnel, community relations, student achievement, facilities and financial management.

In 2007, the state returned local control in the areas of personnel, community relations and student achievement. Control over facilities management was returned a year later.

That left the most important power -- that of fiscal management -- in the hands of the state administrator.

A state report released in December finally recommended those powers be returned to the board, ending Damelio's nearly nine-year tenure as the district's state administrator.

Damelio will leave the district at the end of April, after which a state trustee will be appointed.

Though the school board will regain its authority to set district policy, the trustee will retain veto power over any actions the board or superintendent takes that the trustee feels could damage the district's financial stability.

The trustee will remain in place until the entirety of the $60 million loan is repaid.

Monday's event will feature several dignitaries, including U.S. Rep. Mike Thompson, D-Napa; state Sen. Lois Wolk, D-Davis; county supervisors Erin Hannigan and Linda Seifert; county Superintendent Jay Speck and Vallejo Mayor Osby Davis.

The special meeting begins at 5 p.m. Monday at the district offices, 665 Walnut Ave. on Mare Island. The public is welcome to attend.

I'm sure the state sup. will be proud of what the latest minority has done to the VCUSD and look at who will be there to cheer it on ! It's time for a 1906 event.

Wilson (black agenda) and Waterman (gay agenda) is the problem.
Vallejo will be better off without this problem.

Waterman has no gay agenda. She does rubber stamp Wilson too much. That needs to change.
