I have known Kevin for 28 years and consider him on of my closet friends. I got to know Kevin when he started his employment with the CPD. I worked at the Charleston Police Department for 31 years and retired as Chief of Police in June of 2009, when I accepted the position as Chief of Police in Casey, and yes I am the person that initially told Kevin about the position in Marshall.

First, the minimum retirement age in Charleston is 50 years of age with a minimum of 20 years of service. Kevin had 28 years of service completed when he reached his 50th birthday and became eligible to retire and immediately draw almost 75% of his pay at the time. When you consider the prospect of starting a second career and adding that income to your pension only a complete idiot would stay in their current position and not retire. Kevin had been planning for sometime prior to his 50th birthday to find a job, and kept me well informed of his intentions and all developments. The Moweaqua job became available at the same time Kevin tuned 50, so he retired and went there. It was a huge loss for the CPD, when over twenty years of investigative experience walked out the door, and under no circumstances did anybody want Kevin to leave. Kevin was truly one of the finest officers that I have ever had the honor of working with. Kevin worked in the investigations section of the department for twenty years, and has vast experience in working all types of criminal cases including a number of homicides. Kevin retired from the investigation section as the section commander a position he held for several years prior to his retirement. Kevin was a valuable member of the department and someone I went to often for advice and guidance as Chief of Police.

The insinuation that Kevin was a “womanizer” is totally laughable. Kevin and Yvette are raising five children. Kevin’s oldest daughter, the senior in high school that you keep referring to is Yvette’s daughter from a previous marriage, whom Kevin has raised for years, and she recently took Kevin’s last name as her own. How’s that for respect? In addition they have a son of their own and two children they adopted that they cared for as foster children. They also currently have an additional foster child that they are raising. Kevin is a prime example of the type of father and husband that we all should strive to be.

In closing, Marshall is fortunate to have a Chief of Police with Kevin’s character, ethics and knowledge of police work. Kevin genuinely cares about the department and the city. Maybe the one of two of you critics should take the time to stop by and say “hi” and get to know him before you start speaking un-truths.

the truth is mark jenkins that i am not disputing he is a good guy maybe a great chief. my arguement is that he is lying when he says he lives in marshall because he doesn't. mayor smith and this administration are the ones who passed the residency ordinance and required employees to actually live in town and he does not.They have even disciplined a city employee for spending too many nights a week with his girlfriend and he had local bank acct., shopped locally, and had local address. whoever posted that he is staying here through the week is wrong. he stays maybe 3 nights a week but even 4 nights seriously that is not living here. i dont fault him for retiring and taking marshall job but he should follow residency requirment and not lie, or deceive the public when asked about his residency status.

Now lets talk about the Man! He has 5 children, the senior in hs was his wifes from another marriage he has taken care of for 14 years and she just took his name in court today! That says alot! He has a son with his wife and they have also adopted 2 younger children and 1 foster daughter that they treat as there own.

OK this has gone far enough!
My husband does live in Marshall! He lives there Monday-Friday he comes home on Friday night and goes back to Marshall on Monday morning. It really isnt ideal, but we made the decision together as a FAMILY that we wanted him to take the job and live there alone until Kirsten Graduated and we sold our house! Have you stopped to think about why we mad this decision? We made it so that I can stay at home with our children. We have 3 young children and 2 of them need me to be home for that extra support with school work etc. With the pension and salary it enables us to provide this for our children! So it is worth the sacrifice for a few months!
I understand that there is an ordinance about where he lives and He is following it! Joe blow down the street could say hey chief come stay with us until your daughter graduates. No where does it say we have to own a home in Marshall! And for that matter when he first took the job they knew our situation and as far as I know a timeframe for us moving was not put in writing. We never tried to hide the fact that we had a daughter that was a senior and a new house that wasnt finished that we had to sale!
When Kevin first took the job in Marshall, there wasnt a house on the market that fit our family. Since then 1 home was put on the market that was big enough for us, we looked at it, but our house hasnt sold. We have people interested in our home, but no offers yet.
No money changes hands with Warren and Anne, they are just happy they have someone watching their house that they can trust! I believe that Kevin has tried to give them money but they wont take it!I have even gone down and stayed there. Is that ok with you? I believe that if Kevin did say to the council that he is living in an apartment... I think that is the way he sees it! A 2000 sq ft basement it is a man cave and exactly what he needs. He in no way lied to them.

I had no idea until today that this stupid forum even exsisted, but that is exactly what it is! STUPID!
I came to Marshall Monday this week and again today! We toured the schools and looked at a house that is on the market. My son may even be starting school in Marshall next week, But I have to say, I am feeling uneasy about bringing my children to a town where people attact a mans ethics before they have all the facts.
The Mayor and council hired my husband because he was the best man for the job. You should feel honored to work with, for, or around a man like Kevin.
Kevin didnt want me to get involved with this but when you brought me into it I had no choice.So here goes!!!!
As for Kevin being a womanizer, I have to agree with some of the earlier comments made by others. Like the person that said "Bitch Please" they are 100% right. You wont meet a more respectful man that Kevin Paddock. In working in law enforcement for 30 years you could not and will not find anyone who had a complaint about Kevin in the area of being respectful of women.(or any other for that matter)

I also have to comment on the earlier post that you may not want to "mess with his wife". You are fighting a loosing battle there as well. I will fight you to the death when you attack a member of my family. All Kevin wants to do is do his job and help the others on the force do theirs as well!
I promise I can be meaner than Small Country or Rick! Remember it was said earlier if you live in a glass house dont throw rocks! I am sure that you might not be walking with Jesus all the time and I can attest that reading things about yourself that are not true is not fun.
Lastly, MY TICKETS..... someone did their research...#1Yes I did get ticketed by the ISP and yes I could have said who my husband was and maybe gotten out of it, but I didnt I was speeding! I paid my fine and it was over!
#2 I did get ticket number 2 one morning taking my children to school. I pulled up to a stop sign looked both ways didnt see anything pulled out and hit a truck! Thankfully noone was hurt and a kind man offered to take Kirsten the remaining 2 blocks to school. The officer was a long time friend of Kevins but had no choice but to ticket me. It was my fault! He felt bad but I would never want him to "play favorites and do something unethical!"
And I guess i might as well go ahead and put out there what the rest of the things on Judici were for!

#4 Kevin and I sold that building on the square years later and even though the lady we sold it to had a whole house inspection and the building passed, she went over in her remodel and decided that she wanted not only us to help pay for the overages but the inspector and her realtor as well! The Suit was finally settled 2 years later when I had paid my lawyer $2000 and was tired of the BS so I called him and said I would give her $200 to just go away and about 6 months later when she finally woke up and could see she was fighting a loosing battle she took the $200 I have never wasted $200 with so much happiness before in my life!

So now that I have let everyone in Marshall in on all our deep dark secrets, I hope you all can see we have nothing to hide and being in a high profile job I understand that you cant always make everyone happy, but please in the future CALL US! We will be glad to answer any and all questions you have about our personal lives.
I really do hope that when we all do get to Marshall we will be treated with more kindness from the community than we have so far.
You all know who you are and it is apparent that you have a bone to pick, but lets do it like mature adults! Rick, he does live in Marshall! I wish he was in my bed every night, but believe me other families have made much larger sacrificies for their children and no one has questioned them nor have they said such ugly things about such a good man. Honestly, if the only issue is that you think he doesnt live in Marshall, that is all cleared up now isnt it? first i dont beleive all entries from pana, il are not from the same person but that really doesnt matter. the complaint i have had on here is that the cheif doesn't live in marshall and that complaint remains. staying here 4 nights a week and going HOME the other three says it all. the residency requirment says your residence or home shall be in marshall and his is not. as far as the reasons for him not living here they are not relavant. i am not disputing he was a great ofc in charlston and that he is a great family man, but they are not excuses to not follow the residency requirment. he knew the requirments when he took the job and if he cant meet them that is his fault and i beleive he has been the cheif here longer than just a few months. as far as leaving signing my real name yeah right.... like i am going to do that and have the chief of police and his officers seeking out to get revenge on me for speeking my concerns on here, i assure you i have voiced my concerns but they are the concerns of many in town.

Have you considered that Kevin may have an agreed to deadline when he was hired of when he has to move. I have been in law enforcement for a long time and a typical agreement for most Chiefs is that they have six (6) months up to one (1) year to move. I will tell you that my agreement with the City of Casey was one (1) year. I happened to move in four months, but my wife and I are empty nesters, so we didn’t need a big house. I can’t fault any Chief of Police for taking their time. The position is an “at will” position meaning you can basically be terminated at any time, without much chance at appealing that decision, so you cant fault anyone being sure that the community is a perfect fit in several aspects before investing in a home.

I was not born and raised in Marshall but i did raise a child here. People that are born and raised in any community feel they have the right, or a reason to complain at times. This topic is not an issue about a person's character or their personal life. It appears to be about city policy and city ways. If any of you have a problem, go talk to the mayor. Marshall is a great place to live and i hope the new chief and his family enjoy living here. It isn't Charlie-Town!

i beleive the question was asked in council meeting and he lied or mistakenly said he was living in marshall and had for 2 months. if there was an agreement of 1 year or whatever to move to marshall rather than try to deceive the public why not just say " i have been given 1 year to move here but am staying in town with the strohms four nights a week until my family is able to find a home that fits our needs". My complaint is if there is an ordinance requiring him to live here he should abide by it and not try to deceive the public. look at how much bullsh*t has been put on here trying to say he does live here but by his wifes own statement he is not, surely mark jenkins with your experience in law enforcement you dont think his living arrangments would be exceptable indefinitley. if there was a 1 year time frame just say it and if it was six months the time is up!

do you not agree with my post that he should have answered question honoestly before? and if he is not triying to lie or deceive the public since it was a "mistake" at meeting that he said he had an apartment in marshall maybe he should correct that mistake at council meeting by addressing the person who asked the question originally and make his real residency intentions known to the public.

Kevin Paddock is a standup cop. He is very experienced in police work. I have known him for many years. Give him a chance and he will deliver. The town of Marshal needs a good cop and they have one. His retiring from Charlie Town was a wise decision. If he was maxed out pension wise he was probably working for 20%. Grab the pension and take the show elsewhere. I recently retired from police work. I don't want to do it anymore. He does. Let him. As for him being a ladies man.....naw, he's gay.

i dont think the compaint most people have is not that he is a good cop it is the fact that he is not following city ordinance and living in town and then lying about it when asked. i dont know what kind of a cop he is but if he lies about everything he must not be much of a person. as far as him being gay i dont think so.
