I have advocated consolidations as a way of starting over and giving the people a chance to restructure their own local government. It literally allows you to redo your community. The last successful merger that I am aware of took place in Battle Creek in 1982. I have made a video documenting that situation. Most of the issues are universal and apply in various measures to all communities facing this issue. The video is posted under "Annexation" at: http://www.upnorthmedia.org/upnorthtvprdlist.... .
