You don't have to have a license but you have to be eligible. DWI disqualifies anyone from legally riding a scooter or anything else powered by an engine.

They have changed that according to the article in the newspaper. Starting sometime in 2014, they will have to meet all of the same requirements such as license, insurance, tags, taxes, inspection, etc. as a motorcycle driver plus obey traffic laws for slow moving farm equipment if they fall under a specified speed limit.

The following provisions apply to mopeds operating on Virginia roadways. They do not apply to mopeds that are solely operated on private property.

Effective July 1, 2013, Virginia law requires that every moped driver operating on Virginia roadways carry a government-issued photo ID (does not have to be a driverís license).
Every driver and passenger must wear a helmet * while riding a moped. Drivers must also wear a face shield, safety glasses or goggles unless the moped has a windshield.
Operation of mopeds is prohibited on the interstate.
In Virginia, you must be at least age 16 to drive a moped.
It is illegal to drive a moped if your license is suspended or revoked for DUI/drugs or if you are a habitual offender.
If your driving privileges are suspended or revoked based on a DUI related conviction or as a habitual offender, you must be in full compliance with all requirements imposed by DMV and the court before operating a moped.
Customers with outstanding fines for HOT lane or toll violations cannot register any motor vehicle, including mopeds, until those fines have been paid.

I saw that. A whole page about it. I'm glad they finally changed the laws covering these things when they are used on public highways. 2014 won't be too soon.

Just go ahead and drive without a license. Obey the laws and your chance of getting caught are almost neil. If you do get caught the fine would be less than a license and insurance. Drive away!

Why is it Farm vehicles drive on public roads and interstates and are not required an inspection, insurance and license? I can see them driving on private property but not public access where they pay no taxes for the vehicles to be driven.All farm vehicles driven on public roads need a safety inspection. Farmers are getting off easy without inspections, insurance or licensing vehicles. If you see a new Ford pickup on the the interstate with less than a yr. old with 10,000 miles on it without a license I have a problem with that. I have to get my vehicles inspected and licensed and farmers should too.

Virginia law also requires mopeds operated on Virginia roadways to be titled and registered by July 1, 2014, but moped owners can jump start the process this summer. DMV will begin titling and registering mopeds on July 1, 2013. A moped title is $10. The annual registration fee is $20.25.
The new moped requirements are:
Wear a helmet
Use eye-protection if no windshield
Carry a government-issued photo ID while riding (does not have to be a driver's license)

as a matter of fact coming from a tax paying red blooded american who has ducked out of the way of a bullet for you to be able to cry and try to take what could be a little peice of freedom from another american who is just trying to live their life and enjoy what they may have you dont know why they ride a scooter or why they act wierd for all you know that person in front of you could have held his best friend in his hands while he blead to death defending you while you wer over here partying it up living in you own insecure little shelterd bubble so just keep on honking and us mopegans will just keep on scootin

Lets see, you go back and show a ruling dated from April 19, 2013 to nulify a new law that was just passed in Richmond last week according to the news reports. Maybr that argument will work with the cop that pulls you over when the September rulling goes into effect. lets see... But Mr Cop Sir, you Can't ticket me for this violation to a law upgraded in Sept. because I am operating under an older version of the law from April. Works for me.....

go look at the dmvnowweb page and it clearl states the same thing scootin by says also states that any motor scooter that runs over 50mph is conciderd a motor cycle but for under 50 cc you need no license so why dont you go take a peek and get up dated befor you start bashing ppl on her and talking out of you big ole rooty booty frickin patooty and love the mopegan ref. there dude ;)

Sorry it's 35 mph. And mot allowed on a road that has a 35 or greater speed limit. Wait till you have to buy county/town decals. No more free rides. They'll have to pay like the rest of us. Don't forget your valid ID, ya' hear.

other than ducking bullets I took three of them and you should remember that you enlisted on your own free will, you do not throw guilt at those who did not serve.

Not sure where you live, but they stop the county/town decals over two years ago around here.

Well you still pay the $20 each year. But the localities can still put a fee on mopeds. Over in Saltville the golf carts that are used on the roads must have a town decal on them even though a car doesn't need one.
