State unfair about road project funding

I wonder why an overpass can be built in Marion County for $5.4 million but it takes $22-30 million (original budget $46 million) in Horry? Seems like county council should have looked a little deeper into the Aynor Overpass. Looks like DOT can build a simple, less expensive bridge.

Since fuel prices and less tourist has dropped the amount of money the state has , this road should be canned. This and a county and city that no longer wants tourist , so why spend the money for it? Why pay for this road when the county is hell bent on becoming a upscale , private venture?
That only wants to be welcome to Northern out of staters who only play golf.

I guess the idea is to get the tourists into Horry County as fast as possible (hence the improvements along SC38 and at the SC38 and US501 interchange - also in Marion County). Once they get into Horry County, let them sit in traffic as long as it takes to get to their destination. What are they going to do? Turn around and go home when they are 20 miles from where they are going? When they are on their way home, maybe they will spend a little more money since they can't get out for a while anyway.
