We already have a JPA that deals with water that has representative from all the affected areas: MRWPCA (aka "the sewer board"). I'm surprised it wasn't mentioned in this article.

Most people see this agency as a group that deals with sewage, but they are much more than that, they are integral to helping find a solution to the water shortage: sewage water CAN be reclaimed and used for irrigation and other non-potable uses such as showering and washing clothes. Right now, most people in the county use drinking water for irrigation.

We also have the water-master board, which was created by judicial order. The last thing we need is to follow the Herald's suggestion to create yet ANOTHER bureaucracy.
