I do not know where you got your statistics but they are flawed. Their are more blacks in prison than in college by a wide margin. And the welfare %, please, that is not even close.

The charts that you posted state the percentage of the total prison population by race, i.e. if there are 100 prisoners in Alaska and 60% are black that means that there are 60 black inmates in Alaska. Meanwhile, according to the Department of Justice (doj.gov) report, doj 06stats.pdf, on December 31, 2006 (latest complete stats):

Table 7.
Number of sentenced prisoners under State or Federal jurisdiction by gender, race, and Hispanic origin, 2006 sentenced to more than a year in a state or federal penitentiary.

There were 534,200 black males sentenced to a more than 1 year and 28,600 black females for a total of 562,800 Black non-hispanic Americans incarcerated in a state or federal penitentiary.

According to the Census bureau 2000, there were approx 36M Black non-hispanic Americans in the US (I'm sure that number is closer to 40M now)so 563K would represent 1.56% of the total Black American population.

My inflated estimate was intended to include those serving less than a year, those awaiting trial, serving sentences in local jails, on probation or otherwise involved in the judicial system.
