Yeah, this whole thing is a giant sham to the entire Welton community. Apparently Iowa law didn't take into account the lying, manipulative, and extremely ignorant. And the mayor who magically was uncharacteristically savvy on the subject, knew nothing of the plot. Riiiiight.
