Mass AG can REVOKE ballot petition? Voter ID

Wow, how is that Constitution working out for you? We the PEOPLE have the RIGHT to ALTER government and require all voters to have ID's, ONLY IF the MAss AG allows that petition to be voted on!!!!
Amend 48 for the Initiative Petition is UNCONSTITUTIONAL in that it allows a single public servant to REVOKE the right of the people to alter government.
How can the Mass AG speak for the judiciary branch of government?
Was the Declaration of Independence OK'D by the King's AG?
