I have the right to peace in my own home. When one of these boom cars--cars with large subwoofers--drives by and rattles me out of bed or otherwise disturbs my peace, my rights are being violated. When I call the police to have them do something about it, they are obligated to do so. But here in Willimantic, the police are powerless. They can ask someone to turn the noise down, but as soon as they drive around the corner, you can hear a pin drop. Often in takes a half an hour for an office to do come through the area. They will not take any information from me regarding license plates. Willimantic needs a noise ordinance, and it needs to enforce it. Officers walking a beat would be nice too, but they stopped doing that years ago.
