Hermosa Beach California Parking Ticket Scams

This is an open letter to the residents of Hermosa Beach. They say one person can make a difference....I am trying to do just that. This past summer I vacationed in Hermosa Beach. I had an Avis car rental with Massachusetts plates. I parked my car on Tenth Street at 1:15 P.M., at a 3 hour parking meter. When I returned two hours later there was still 41 minutes on the meter and there was a ticket on my windshield. The officer who issued the ticket tried to scam me by indicating that my tires had been chalked at 11:00 a.m. and that I had exceeded the allowable time in that parking spot!!!
I was enraged and went to the Hermosa Beach police station where I was handed a form.
According to the U.S. Constitution a person is innocent until proven guilty. In Hermosa Beach vehicle operators are guilty unless they can prove otherwise! Fortunately, I did have written proof as to my and my car's whereabouts that day from 10:30 a.m. until I arrived in Hermosa Beach at 1:15 P.M. I was 80 miles away at the time the cop claimed my car was chalked.
I wrote letters to the Chief of Police, the Mayor and several others. The only answer I received was from the City Of Hermosa Beach - Finance Cashier which stated that my proof was accepted and my violation notice dismissed.
No mention of reprimand for the officer who created the fraudulent ticket!
The disadvantage that you have parking in Hermosa Beach is that your parking meters don't produce receipts that are date and time stamped. Your rights are not protected and the people issuing tickets can pull fast ones at any time and claim that your car was chalked hours earlier and issue to you erroneous tickets.
In New York and Philadephia parking meters are things of the past. Muni meters are now used. You pay for the spot you want to park in and for the amount of time you need. You can pay by cash or credit card. Then you are issued a receipt which shows the fee paid, the date, the purchase time and the expiration time. In these cities, the citizens rights are protected and fictitious chalk time scams will not occur!!!!
I strongly urge you to form a citizen alliance to convert your parking meters to muni meters and to protest the falsification of parking tickets along with the abuse of public power!

On next time take a pic of the time you parked. Lots of folks have the same complaint.

You shouldn't have to take a time stamped photo of the meter and your car every time you park it. I recently received two tickets in hermosa after failing to make it back to my car on time... One for expired meter $53 and one for $48 for going beyond the two hour limit. Technically I suppose it makes sense.... or does it? In any case it was an expensive lunch date. I avoid downtown Hermosa Beach now and if they keep up their excessive policing of parking violations they will inevitably lose more money than they gain - even with the ridiculously outrageous fines to be paid.

I was in Lot A, Hermosa Beach 8 PM at night Aug 2012. Only a few spots were open I pulled into one that I read as "536" , I paid with Credit card for space "536, no paper receipt with time date was given, that sucks.
I had a $50 ticket when I got out of the comedy club, because the left side of the eight was unreadable stained in black. The 8 looked like a 3! I took a photo showing both my license plate & the space number. I will have to use my credit card statement to show I paid for space 536 & not 538 for the 3 hours! I do not think there even is a spot 536 but the meter took my money. Now I have to go through the burden to try to get this contested after I pay $50.Space numbers should be painted bright & clear!

Same thing happened to me. I made sure I paid meter but when I came back with 15 minutes left I had ticket. So mad but too much hassle to contest it so I just paid it. Will never spend another cent in hermosa.

Me too!! The parking Kiosk sequence made a presentation that my credit card and transaction was accepted for two hours. Big bold letters: NO RECIEPT. Why not? Turns out the kiosk (which appeared to be not user friendly at all) did not make a transaction at all. A bluff! 53$ ticket! What a scam!

So far, my husband has caught one meter enforcer (outside of our house) in the act of writing a ticket for our car- when we still had money in the meter!
Since then, his father, my sister, and myself (over a period of a year and a half) have each received empty meter tickets in Hermosa Beach when we still have money left in the meter!
This is a completely CORRUPT practice. My husband wrote a letter to the department, but got no reply!(Although, when we fight the tickets, we usually don't have to pay them.) Regardless, this is very unjust.

Can I hear lawsuit? This is corruption at its best. Lets organize a lawsuit against the city. Make those rat bastards pay for their misdeeds and abuse of authority.
Second option, carry a ballpeen hammer with you, next time you get a wrongful citation, smash the meter, that will cost them hundreds of dollars if not a grand to fix!
Third option, the parking officer comes in a vehicle and walks the parking lots to issue citations, when he arrives, go slash his tires. That will put a damper in his plans for the rest of the day...
Final option, follow the cop home, and execute your choice of revenge. Taste of their own medicine, basically its how they operate, robbing you when your back is turned.
ITS PAYBACK TIME!

The pay station in the Hermosa Beach parking structure is unreliable and cheats you out of time. You are supposed to receive one hour for $1.25. The space already had 17 minutes remaining on it when I put in $2.50. How did I end up with only 1 hour and 39 minutes?
So I put in 10 quarters to park for 2 hours. I returned to my car in one hour and 40 minutes, to find a ticket for $53. What a scam! Hermosa Beach won't see a penny of my money spent in their city ever again. Boycott Hermosa!
