A large portion of the reduction of personnel’s cost of state government is due to state management employees having their salary frozen for the past three years. "Management" is a broader term then most people realize, expending to professional support positions. While we had our salaries frozen, AFCSME covered employees have seen their salaries increase well over 10 percent during this time. This has created some situations where you have employees making more than their managers. The Office of Administration needs to fix this.

More misleading union comments. Of course the % of the atate budget attributed to compensation has gone down. Rendell increased spending by 40% in 8 years, much of it spent on education (read the adults in the school). Had state spending increased with the rate of inflation the numbers would be different.
