Second pellet plant proposed in Pownal

"He said such matters can often boil down to semantics, as similar operations have processed wood to be used as animal bedding and thus are qualified as agricultural operations. "
Actually, that's not true. In fact a shavings mill was shut down over in Stephentown NY, because they said it was NOT agricultural, and that it was manufacturing.
Is this all just an interpretive dance routine? Or does VT have a different reading on what is, or is not Ag?

Sorry, "Processing" not manufacturing.

Pellet plants are not the big money maker that everyone expects they are going to be.
Its a huge investment in physical plant equipment, and its suffers from largely seasonal sales base. Many of them go out of business as the costs just end up out weighing the benefits for much longer than the average small business person can handle.(You expect to lose money for the first year, but after that, it starts to get draining..)
Put that together with the local govt and their wildly fluctuating interpretation of codes and guidelines, and it really isn't profitable, unless you are doing more than one thing.
(Like shavings, and or saw mill...)
