From reading the paper seems like mayor wants all the county to be annex, said if the horsecreek church wanted to keep their fire coverage get a petition to annex horsecreek. If they would be as much effort in trying to improve what they already got as trying to push annexation might be Manchester would start to grow.

is lack of money. We need some sort of cheap activities for people to do. We open up something expensive most people wont go. But we need something so everyone isn't going to London every weekend. A mini-golf place would be fun and not cost too much. what do you all suggest.

What is wrong with the City is the property taxes are too low, much lower than any other City around close, but more than that the water rates are probably the lowest in the state. They are selling water for less that they pay for it and yes they do buy some of it. If the water rates were raised comparable to Laurel County, there would be several million in extra revenue.
You need to compare London city rates to Manchester. London has a tax rate of .09 Manchester is .36. Now if my math is accurate the Manchester taxes is 4 times as high. You should do your homework next time before you post something that is completely false.
