WV Man wanted for child porn and child sex abuse is arrested

CHARLESTON, W.Va.-- A Sissonville man wanted on child pornography and sexual assault charges was arrested Friday after leading deputies on a chase, both in his vehicle and on foot.
Kanawha County sheriff's detectives have searched for Timothy Carter, 35, of Sissonville, for weeks. Carter faces five felony counts of possession of child pornography and two felony counts of third-degree sexual assault in Putnam County, along with misdemeanor charges of domestic battery and violation of a protective order in Kanawha County, according to the Sheriff's Department.
On Friday, detectives saw Carter driving away from a residence in the Legg Fork area of Sissonville. Detectives tried to stop his vehicle, but Carter refused to stop and fled, according to the Sheriff's Department.
Deputies followed Carter onto Sigmon Fork Road, where Carter allegedly drove into a yard and struck a tree, then kept driving and ran into a creek.
When Carter couldn't go any further in the vehicle, he jumped out and fled on foot into the woods, according to the Sheriff's Department. Police apprehended him after a short foot chase.
According to a criminal complaint filed in Kanawha County Magistrate Court, Carter was originally arrested on Dec. 9. Deputies found photographs of two 14-year-old girls on Carter's phone, including five that showed one of the girls engaged in sexually explicit conduct.
The girls told police Carter picked them up together from a residence in Putnam County and drove them to a cemetery on Red House Hill in Putnam County, where the sexual activity took place, according to another complaint in Kanawha County Magistrate Court.
Both females said Carter touched them on their genitals and performed oral sex on them. Carter also allegedly sodomized one of the girls, according to the complaint. The activity took place on at least two occasions between last September and November, according to the complaint.
One the teens told police that Carter told an adult female he had brought with him, "Look how young she is," according to the complaint.
The girls told police that one of the vehicles used by Carter was a rented white Chevrolet Traverse with back seats that folded down.
During the alleged sexual encounter, one of the teens said she wrote on the steering wheel, doors and dashboard of the vehicle with a marker. Detectives found a photograph on the other teen's cell phone that shows a Chevrolet's steering wheel with the name "Timmy," a smiley face, a peace symbol and a heart, according to the complaint.
Records from Enterprise Rent-A-Car showed Carter had rented a Chevrolet Traverse from Nov. 16 through Dec. 6, according to the complaint.
On Jan. 22, Carter had another run-in with the law at the Maranatha Family Life Center, on Kanawha Terrace near St. Albans.
Carter's estranged wife was there with her two children and her father, Earl Osborne, according to the complaint.
When Carter walked in, Osborne approached and told him that a domestic violence protective order prohibited him from having contact with his wife. Carter cursed Osborne and hit him in the neck with his fist, then knocked Osborne's cell phone out of his right hand, according to the complaint.
Carter was arraigned Friday before Magistrate Julie Yeager, who set his bond at $50,000 cash for the Kanawha County charges and $50,000 cash for the Putnam County charges. He was taken to South Central Regional Jail.
Detectives D.H. Duff and B.K. Carper arrested Carter, whom police say will face additional charges from Friday's chase.
