Electors in these States are not bound by State Law to cast their vote for a specific candidate:

DELAWARE - 3 Electoral Votes
GEORGIA - 15 Electoral Votes
IDAHO - 4 Electoral Votes
ILLINOIS - 21 Electoral Votes
INDIANA - 11 Electoral Votes
IOWA - 7 Electoral Votes
KANSAS - 6 Electoral Votes
KENTUCKY - 8 Electoral Votes
LOUISIANA - 9 Electoral Votes
MINNESOTA - 10 Electoral Votes
MISSOURI - 11 Electoral Votes
NEW HAMPSHIRE - 4 Electoral Votes
NEW JERSEY - 15 Electoral Votes
NEW YORK - 31 Electoral Votes
NORTH DAKOTA - 3 Electoral Votes

Qualifications of electors
Basically, if the states say the elector is qualified, the elector is qualified. The U.S. Constitution states only that, "no Senator or Representative, or Person holding an Office of Trust or Profit under the United States, shall be appointed an Elector." -- Article II. section 1, clause 2

Remember when you are voting for President, you are only really 1/650,000th of the Vote for your Congressional District's 'Vote', at the best. Feel like a number yet? But when the Winner Takes All approach you may discover that your vote is both 1/50,000,000th of a vote (for example not 'real')... is it no wonder (not counting e-Voting hacking and paper ballot stuffing, and dishonest counting)_ that so many people who could vote just do bother?
