Our View: Montebello Needs a New Transparency

Excuses such as Vallejo, Stockton and now Mammoth Lakes - all bankrupt, and all worrisome examples to their sisters throughout the state.

But it takes a lot of gall for a city that has been as financially wobbly as our own Montebello has been in recent years to have council members who take it out on the public, the press and a colleague who dares question the numbers when matters still don't seem to be adding up in the latest city budget. We do hope that the theoretically balanced budget the Montebello City Council passed last month on a 4-1 vote works out to be indeed just that.

This brave unsigned editorial is from the same newspaper group that had such an accurate and clear insight into the city of Montebello that they endorsed Rosie Vasquex as a councilmember candidate. She presided over virtually all the financial destruction of Montebello that lwft it in the financial state it is in now, according to all the audits done so far.

During hers and previous council majorities, PRA requests were frequently ignored, denied, delayed, or disappeared. The supporting documents for agenda items almost never were available prior to the start of city council meetings, and often not during or after, either. The warrants were not available to the public or press. Meeting agendas weren't posted or sent to the press in legal fashion according to the Brown Act. No significant city documents were available online, and emails to the city were restricted to non-residents and favored supporters. Thugs were allowed to roam the city by Rosie's council majority and police chief during the recall and threaten, intimidate, physically block, and physically assault Montebello residents who were exercising their constitutional right to petition the government for a redress of grievances. Budget documents were frequently only a few pages long, without any outside audits.

All of that was occuring without significant comment or reporting by the SGVT publishing group.

Now that all of that is gone or corrected, suddenly the WDN is interested in Montebello's internal workings, and they now actually have the gall to call for transparency????

Something appears to be seriously wrong with the ethics and perception of the SGVT group, when they can tolerate, and even support illegality and corruption in Montebello City Hall, but now objects to open, publicly accessible, legal, audited governmental processes.

Oh the mighty power of the pen and a printing press. WDN got calle out an thy write this article. For starters. Does anyone think that the finance director who was also the interim city manager has time right in the midle of budget prep to talk to a reporter. No is the answer for those of you with your head in the sand. Also. WDN made me think of something. Did the State Controllers office miss the alledged miss use of asset forfeiture funds during their audit that took six months? After all there is millions of dollars there. Maybe they just turned their back on that one. OR ITS NOT TRUE and the two captains are liers. But WDN brings it up anyways knowing there is no way the auditors missed it.

There are spokespersons who can speak to the media. Especially since Liarlari was the one who brought up for the contact. Had it been the other way around, you wouldn't be making excuses for him....

First of all I'm not supporting Bill. For the record I think he needs to go like yesterday, make that 10 years ago. On his rant about the fish wrap. He is correct. They only print what is "sexy" and not the unbiased truth. Montebello does not have a spokesperson. Budget cuts got rid of that position a long time ago. Back to SGVT group. They entertain a known, certified, proven in the court of law outlaw motorcycle gang member who claims over 400 counts of anything from petty theft to murder were all fabricated by the government. Amazing. That is why I have no respect for them and don't believe a thing they print.

What department head would be willing to take that risk by speaking out of turn? The press knows the phone numbers to all 5 councilmembers, and can call any or all of them if they actually desire information. It's about as balanced as the State "budget" (sic).

The state controller did NOT audit every account.
I do not recall that he audited the asset forfiture fund and highly doubt he audited 2007-2010 where the most likely problems would be.

Bill- All the negataive news needs to be disclosed. only then can it be delt with and made to fade into the Sunset. Till then it's death by a thousand cuts.

"Montebello has a long way to go toward recovering its financial health." TRUE

"We wish it luck." Montebello needs more than mere "luck"

"And we wish for its citizens a more truthful and transparent government to do the people's business"

Montebello is much more transparent than under the Vaquez/ Salazar/ Uretaga/ Pacheco/ Torres/ Tam administration however now even relatively minor issues (compared with prior to the 2009 election/ Narramore as interim CA and Molinari as Mayor)stick out like sore thumbs.

There is no way Franscea can do both the CA and Finance jobs for an extended period.
She was overcommitted with finance alone.
Neither can Director of planning- he is wearing too many hats to be effective.
Time for a new City manager.

Careful! Talking about principles instead of personalities just appears to confuse the corrupt.

The truth is that while Montebello is in trouble, it is nowhere near as bad off as Stockton, Mammoth Lakes, and other cities who did spectacularly unwise developments paid for by city funds.

We should kiss the ground around the Hills and thank the Montebello residents who have, according to the developer's few Montebello supporters, stopped this dengerous and city budget draining proposed Hill condo development. If that had been started 5 years ago, the grading would still have 5 years to go, there would be no more redevelopment money to keep going on and the city would probably be liable for completion of the condomania, certainly driving the city into bankruptcy, with yet another scar on the land from another failed development.

Montebello residents who care about the current problems of this city watching and monitoring the city council are all the luck that the city needs. With a rational development plan, a modern general plan, responsive city departments, Montebello will deliver itself from the brink of disaster the Gang of Three (primarily) have brought us to, according to the city's numerous auditors.

Two things. The State Controller, I am sure, looked at all the revenue account, which asset fort is, to ensure Mont was not mis appropriating funds. In fact I recall seeing that account on the report. Second. I agree. We need a real, full time, city manager. Right now too many people wearing too many hats.

Molinari continues to not take responsibility for his 25+ years of being on the council. Montebello is in big financial trouble and needs a permanent city administrator to calm the waters in a city that has been ruled by the likes of him, Payan, Vasquez, Torres, etc. Why the citizens have not revolted against all the lies Bill and his crowd of zanies in the audience have perpetuated while being on the dais is beyond me? Furthermore, Cortez is clearly unfit to be a council member let alone the next mayor given the way she acts up there and Barajas plays on his phone during the meetings anyway; we see where his priorities are. These three stooges need Toastmasters, obedience training, and a lot of prayers.
