State agency tells Chesco SPCA to return $25,000 grant

I'd like to know more about the timing of Mr. Muhly's part in helping to convey this property from
CCSPCA to Embreeville Redevelopment (property that was given with the intent of building a dog park) and his becoming a principal in that firm. What were the reasons behind board members not getting the dog park built on a timely basis? I think we've heard the "good reasons." Now I'd like to hear the real reasons.
