well charge the users of the service ... in Minnesota property taxes pay for school, police and fire assessments as well as other smaller city fees.
So in my former city of St. Paul:
You only pay extra $: when 'you' as a citizen call the:
Fire department: in responding to a fire call, false alarm, or actual fire to be put out,
City of St. Paul:(They use the public works division to do clean up, then they charge homeowner's for these issues : for a unkempt lawn, unshoveled walks in winter leading to icy / dangerous conditions,$1.00 a lineal foot the length of your walk per property width residential one pays: a thirty foot walk $30.00; fifty foot =$ 50.00 etc.,
Health department issues: vermin, restaurant problems, code violations, etc.,
Animal control: feral cats, barking dogs,(animals left in poor weather situations outside), etc.,
Licensing and building permits: code violations, hazards, unkempt property, condemned housing, meth houses, vermin problems,
Ambulance:(through the Fire department) for a health matter (or ER situation), a 4.0 mile ride cost $ 1000.00 in 2004, for example ... to be taken to a local hospital downtown.
Police: for a civil or potential criminal complaint -- in that instance, the house number of the complainant's address is taken down; address where 'infraction such as: domestic abuse, disorderly conduct, unmaintained pets,(other dangerous dogs : pit bulls) public intoxication, fighting, loud or 'nuisance' party, loud stereo music, drug dealing complaint,(or whatever) fits the situation. Those people involved whom use the services MOSTLY those people 'arrested' or 'ticketed', then are charged over 100.00+(and up) depending on the set fee, arranged by the city council.
By the way: Detox costs $ 200.00 - 250.00 A NIGHT -- per booking! If you are there, for 2 hours or 6 - 7 hours you get no break if there a short time!
The city earns:'buckets of money', in addition to the 'usual' taxes paid by it's renters and property owners, whether business or residential when the $ is collected by the state and distributed.
In this way the state doesn't have to hit people with unnecessary surprise taxes & hikes ALL the time, as users add their additional share to what they already are assessed at property tax time. It doesn't seem so awful, esp if you are not USING and calling on these folks.
