FYI, Insulating Concrete Forms have already proven their ability to withstand an EF3 tornado; an unfinished house in the Stoughton Wisconsin area did just that. I saw it a few days later when the public could go in the area struck. This house was eventually finished. You can put just about any exterior covering on such a house, so it doesn't look like a fortress. There are other equally sturdy options, but they all use reinforced concrete. Let's hope Mena does the right thing in rebuilding.
