There most likely was a laptop in the car, too. Might as well add unauthorized access to a computer system to the trumped up charges.

Ah, what about arresting the officer for unlocked vehicle, keys in ignition (or did the dude hot wire the vehicle), unattended firearm (probably loaded), and mostly, for simply being a DUMB A$$.
Back to the perp; he arrived home safely. At the very least, he should have been arrested for "smokin' in a cruiser". You ain't OPPOSED to do that. Those vehicles smell bad enough with the lard-a$$e$ sittin' behind the wheel 24/7! And yes, my opinion does count. lol!
