Its because people wouldn't forgive her enough to look at the situation rationally, that the victims will end up suffering even more then they had to. Granted the reimbursement checks would still be small, but if deb had been allowed to continue working and paying half towards the debt.

In many peoples minds, like yours it was more important for her to be punished, then for things to be set right.
