Performance or cost is the driving factor in analyzing HOT lanes on I-405
A panel of national experts told local leaders Thursday that a clear philosophy needs to emerge for tolling in the Interstate 405 corridor that balances the needs to finance a multi-billion project while also delivering the performance and congestion relief to make it worth the money.

Adding a toll to the I-405 will only increase congestion and the number of collisions. The economy now has unemployment at such a high percentage and those that are still with jobs are scared to ask for a raise. To tack on a toll rate for the HOV lane would do little to nothing to alleviate traffic for any users of the road other than the very wealthy. Only the far left lane will be vacant and so few users will be in that lane that will make the entire amount of funds raise then go towards administering the collection of the tolls for that lane.
If you're trying to eliminate traffic you don't do it by removing a lane of traffic for the average Joe to use. Do you really need a panel of experts to tell you that?
