Tim Klotz who was run out of Lynn for being a slumlord moved to Utica, NY back in 2001. He moved his operation there after losing several houses in Lynn due to code violations and transgressions.

This past Sunday one of his houses burnt down, 4 lives were lost. This house along with others he owns there have multiple code violations that were never addressed. He ignored court orders to comply with the codes. Looks like business as usual!
