The city of Cincinnati's debt load has increased threefold in the last 20 years when adjusted for inflation, according to an Enquirer analysis of the city's financial records over that span.

Here's a surprise!!
I have never understood borrowing money to pay a debt unless the interest is lower from a different source. I didn't see that mentioned in the 5th paragraph.

Cincinnati is just following Detroit and is taking the same steps into bankruptcy.
