There was a very good piece on KTRE TV Sat night 3/9/13 about Liberty City Fire Dept.

http://www.ktre.com/story/21564826/liberty-ci...

I will post a few "bits" but everyone should read it all:

LIBERTY CITY, TX (KLTV)-
An East Texas city is celebrating the long overdue creation of its own fire department. Through donations of money and equipment, the Liberty City fire and rescue department was formed. A 24-7 department.

~~"The existing volunteer department just was not meeting the needs of the community , according to the community," says fire department board of directors member Carl Headen.~~

~~Funded through a program called revenue rescue, the city is not taxed, and firefighters spent their own time building the station.~~

KTRE- Monday night, it maybe a good idea to tune in and watch. It may give us some ideas on what will happen to us. We can be sure of one thing, our fire rating will not be going up in the City, which will mean if things stay the same, our insurance rates will be effected and not for the better.

KTRE: Insurance rates for homeowners and businesses within the city limits of Nacogdoches could soon go down. An improved fire protection rating leads to the possibility. At 6, Donna McCollum tells us a lot of factors determine the rating outcomes.

After watching the piece I believe I worded it wrong, it appears the lower the rating the better. We are at 6 and Nacogdoches has a 2. They said the change of rating could reflect as much as 10% on their policy costs. I want to know why living inside the City limits and a few blocks away from the VFD with two fire hydrants within steps of my house my rating is the same as when we lived in the Country, miles from the nearest VFD? Anyone know the answer to that? Why is our rating so high? And I must remind you this rating does not reflect the present condition our VFD is at the moment. That is yet to be seen.

Contact your insurance company and have them explain to you how the ISO rating works.

I assume ISO is what they called the "Key Rate" years ago when was in the fire dept.

I have just renewed the same insurance each year, and haven't done any looking, but when I got my insurance years ago, I was unable to get a regular "Homeowners" policy, and I tried many agents in Lufkin.

They all told me that it was because I lived too far from any fire dept and no fire hydrants.
Jim Waters told me that he didn't represent ANY company that would even insure my house at all.

I was finally able to get a company that that did provide a policy that my mortgage company would accept, but it wasn't a "Homeowners" policy.

I long ago paid off the house, but got a Home Equity loan a few years ago and the bank pays my policy and taxes each year.
I think the policy costs about $700 a year and just adds to my note.

I have talked to my agent and was told it usually takes one to two years for the rate to be adjusted, so we may have a grace period to get back in line before we get a new rating in the area. We can only hope sound minds come to bear in all of this.

Is the snowcone shack a HVFD fundraiser?

If so, I hope it is very successful.

Is everyone still paying the $1.00 donation to the City for the VFD? Wouldn't it seem the City would be liable for passing that money on to the HVFD? In February and March it still appeared on the bills, wouldn't that be misrepresenting what they are actually doing with those funds? I stopped paying mine in February, I didn't figure the City was a good "Middle Man" any more, that is if they ever was.

With the city and county funds cut off and no money coming in, it is going to be impossible to keep fuel in the trucks unless they have a large amount of money saved.

Are their fund balance subject to a record request?

Check the City Council Agenda and ask yourself why the County VFD Association is coming to the Council with suggestions on forming a City Fire Department? Looks like someone's been busy manipulating things again to me. From what I hear the HVFD is being funded by the members at this point. I think anyone counting on the HVFD had better be putting their money into the donation cup. Things need to change for sure.
The HVFD are not subject to open records but I am sure Jerry would welcome answering any questions, if you have some.

Ina, go sit back down an put on your foil hat and quit spewing your conspiracy theories and misleading the fine citizens. The HVFD is subject to any and every open records request. They are a state chartered organization and have to abide by the same laws as any municipality, county, ect.
As far as putting money in their cup, I do live in the city and after what they did to all of those that they "fired", I think everyone should not give them anything. You reap what you sew.
And you are right, things do need to change.....

I just want people to think about what is happening, look at the City and what it's responsible for right now. Look at the condition of every part of our infrastructure and the condition they are all in at the moment. Why would we want to spread City services and money any thinner? To me if the HVFD has served and provided service since 1947, why should we not figure out some way to salvage that department. If the only answer people will be happy with is for Jerry to step down, then let's be honest and say it. Jerry stepping down was not the problem, the problem was BM wanted to appoint a Fire Chief without a member's vote. So what is the answer?
And look making that little foil hat and spewing at the same time is not an easy task, but you seem to be handling it quite well yourself.

Many Volunteer Fire Departments are organized and chartered BY THE STATE and a CITY does not/can not control such a dept.
Huntington has (or had) such a dept, but the City of Huntington had acquired some equipment of their own.
My memory is that when Dean Mcmullen got to be mayor he tried to have an audit of and take control of the VFD funds.
Huntington did own the Fire Dept Building and Dean told the Fire Dept Officers that if they didn't submit to him, then get out of the building.
The volunteers then somehow acquired the land on Main St and moved their equipment down there.(outside since there was no building yet)....
The remaining equipment that was owned by the city remained in the city building and Dean went about making a city employee available to drive the first truck to a fire and organized a "City of Huntington" volunteer group.
Jerry LaSalle and the State Charted Dept begin raising money and building their own bldg.
When Lamar Tinsley became mayor (best, most honest, and keep the taxpayors informed mayor ever) he started trying to mend the rift, and suceeded somewhat.
I don't think the "CITY" has the power to "CONTROL" the State Charted Dept.

Well I guess it is a good thing we have good members, and people willing to donate to us! Due to the fact we have not missed calls.
May I ask why you are worried about our fund? Lacey

Re Frances ..... Let me think on this a bit before I answer.

Re Lacy Phillips ..... WHY would you want to keep it a secret??
Doesn't someone who donates (and I do donate) have a right to ask?
After all, my house may depend on what the answer is.

First, let me say, I was not trying to be rude and I am sorry if it came cross that way. I am not trying to keep secret by no means.
If any of you would like to sit down with Members of the Board or Cheif we will be happy to answer your questions. Lacey
