4th infantry not in Shock and Awe: true or false?

I was informed by a person on Facebook that the 4th infantry was left behind during Shock and Awe and left a large amount of munitions behind. Anyone have any info supporting or refuting this? Was the 4th infantry involved in Shock and Awe? Cliff Hancuff says they were left out of the action and is complaining about the arms left behind. Excerpt below.

Yeah, it just took a while to move the troops and equipment from turkey to Kuwait, where they could cross over into Iraq

I was in 1/22 infantry before they got reflagged to 4/9 infantry. It's pretty cool because in their regimental room they had the ak that saddam had in his spiderhole

Shock and Awe. Bush is still being touted by unknowing liberals and non militants as being responsible for delays of the 4th infantry.

Investigative journalist Seymour Hersh has just revealed in "The New Yorker" that Rumsfeld insisted at least six times before the conflict broke out that the number of ground troops be sharply reduced, from the originally proposed 400,000 to barely 175,000.(In 1991, the US-led coalition deployed 700,000 troops.)

"He thought he knew better. He was the decision-maker at every turn", the article quoted an unidentified senior Pentagon planner as saying. "This is the mess Rummy put himself in ..". Hersh claims that Rumsfeld gravely underestimated the likely Iraqi resistance and overruled advice from Gen Tommy Franks to delay the invasion until troops denied access through Turkey could be brought in by another route. This militarily compounded the political disaster represented by Turkey's refusal to permit 62,000 US troops on its soil."

However, later when the 4th infantry entered the war, they established themselves magnificently, even be instrumental in capturing Hussen himself.
