I volunteered at five of the six Medication Cleanout events held in 2012, including both Lubbock events.

During that time I noticed that Medication Cleanout wasn't properly protecting patient data. When I brought this to the attention of the Director, Dr. Jaramillo she was aware of the issue but didn't want to discuss it because Medication Cleanout could not afford to properly protect this data. 

On August 29th, 2013, I filed a complaint with the Office of Civil Rights about the HIPAA violation. At the same time I also filed a complaint with the Provost office at Texas Tech. The complaint to Texas Tech about Dr. Jaramillo also included her abuse of a controlled substance (Hydrocodone) and lewd behavior she had committed from her office at Texas Tech. 

On September 6th, 2013 after being informed by Texas Tech of their investigation, Dr. Jaramillo sent an ill-advised text message to a friend of mine in an attempt to harass me. 

In this text message, Dr. Jaramillo admits to violating the Federal Food, Drug & Cosmetic act by taking another persons prescription. Dr. Jaramillo also mentions that Texas Tech was investigating.

The investigation by Texas Tech hopefully has corrected the HIPAA violation. This however still leaves several unanswered questions.

1. Since Medication Cleanout has been operating events since 2009 why wasn't this violation caught internally?  
2. Does Texas Tech not routinely review such programs?
3. Considering the HIPAA violation and Dr. Jaramillo's admitted abuse of a controlled substance, how does Texas Tech allow her to continue to be involved with Medication Cleanout?
