5000 honks over 7 years is 1.9 Honks a day. Throw the case out.

For the sake of an argument, even if has been (about) 5,000 honks over 7 years,
that is irrelevant. What matters is the recent activity in the recent consecutive multiple weeks.
The average number of honks per day is what, well in the double digits? That is what should matter.

I didn't think of that, but now that you have how long are these honks? A simple toot in passing by the house? Or a three minute foghorn every time?

Also, is the target's house isolated from others, or do neighbors get whatever honking, too? That would affect how strong a case the target has if no close by neighbors are also complaining.

..........depends on the municipality you live it as this would be a city law as opposed to state.....most cities would have a by-law that prohibits this activity between 11 pm- 6 am. But, there is also a provision that prohibits any activity that infringes upon anyone's reasonable enjoyment of their environment, regardless of time

but it is just a harmless prank right

Yep, apparently this guy sued the town in order to obtain property next door to his......which would have taken the property away from a family that had generations of descendants living there.....

So yes, he pissed off some people......

Here are a few more things that the neighbors could do to tick him off:
- Fill out every single solicitation they come across in magazines and/or newspapers with his name and address.(make sure it's untraceble).
- Order a fuel oil delivery to his house.
- Order fast food delivery to his house.
- Call the local electric company, tell tghem that you are remodeling the house, and request that the service be shut off for 5 days.
- Order a gravel delivery from a local stone guy, tell them to dump it on the front lawn.
- Call to have cesspool pumped, COD.
- Epoxy his mailbox door/flap shut.
- Follow him into town and wait for him to park, then toss some paint stripper on his car.
- Follow him into town and wait for him to park, then tie a rope to his exhaust pipe and the other end to a tree.

This story was included on Friday night's ABC 20/20. There was an attempt by the couple (being harassed), the Krlich's, in buying a neighborhood property ( a typical small-town neighborhood; no isolation involved) associate with the family of a retired fire chief, the Clemente's. They are near neighbors.

Krlich had a complaint about visitors of the younger Clemente's of the household blatantly honking when leaving in the wee hours, like 3:30AM-4:30AM or so. There is video/audio of this.

It's a distinct possibility that the Clemente's were indignant that Krlich even attempted to buy that other house, which did take a court decision to settle; and it had to have been a topic of discussion with visitors, with said visitors possiblly "taking a shot" when leaving.

It escalated from there. Video/audio now has police, fire, and school bus vehicles included with vehicles of citizens involved in the honking.

Since ABC inserted itself into an attempt to smooth feelings and behaviors of the situation, I looked up a local source. This source included the ABC-sponsored mediation and their BBQ event (probably attended), but at least from more objective POV.

**** The issue involves what property owner Garrick Krlich describes as incessant horn-honking in front of his Liberty Street home at all hours of the night. Krlich alleges that the disturbances stem from a dispute he had with John Clemente, the retired Eagle Joint District fire chief, beginning in 2007 over the purchase of another home, also located on Liberty Street. A court eventually upheld Clemente’s purchase of that home.

Since that time, Krlich has requested 22 protection orders and filed more than 40 lawsuits against various residents, charging harassment because of the horn-honking, which he attributes to Clemente and his supporters. Krlich’s wife, Lucinda, contacted “20/20,” and the newsmagazine has been working on a story about the dispute, which is tentatively scheduled for broadcast Friday.****

Until proven that Krlich is really the bad guy here, I'm inclined to believe it's small-town mob bullying; much like you can observe in local topix(tm) forums, and here.

'20/20' and the local article does include Clemente's side, BTW which in a nutshell is denial of involvement.

I just watched the report on 20/20 Neighbors from Hell, the people of Hubbard, Ohio must be several quarters short of a dollar. How low can a community be? Way to set a great example people, thanks for representing the great state of Ohio on a national medium in such a positive light. Does not reflect your community in a positive way. Embarrassing, sad and shameful. I wouldn't claim to be from Hubbard.
