From what I know, the police use a computerized system to map out where reported crimes happen, and use that information to respond to emerging patterns and to decide how to deploy patrols. Drug enforcement is partly patrol officers bagging people who commit drug crimes in front of them and making seizures off traffic stops, and partly the Special Investigations Unit, which used to be called the vice unit. They do more of the undercover work, the search warrants on drug houses and so forth. The gang unit is all detectives in plain clothes, so it may be harder to spot them at work, except, as I noted before, when you see a Crown Vic driven by a person under 60, the first thought is "cop". Maybe if they used a wider variety of vehicles, they'd be harder to spot.
