Foster-care provider placed teen with man accused of choking him

By Jim Balloch, December 17, 2007

Omni Visions, the Nashville-based private network of foster care homes that placed 16-year-old Jordan Kaleb Shelton with the man accused of choking him to death last month, is the state's largest provider of such care.

Contracts with Omni Visions are worth about $40 million annually, Department of Children's Services spokesman Rob Johnson said.

Why waste time and risk further damage to their reputation by defending the indefensible. Unless the news reports are completely wrong, Taylor had used a choke hold on a foster child before and DCS KNEW about it. Combined with his DUI and narcotics conviction, that should have disqualified Taylor from taking Shelton in.

Neither DCS nor OMNI can wiggle off of this hook: they screwed up.

I WOULD LIKE TO SAY I AM A FOSTER MOM MYSELF. I HAVE ADOPTED 4 BOYS AND I CONTINUE TO FOSTER CARE WITH OMNI VISIONS AGENCY. THAT COMPANY IS THE BEST COMPANY TO WORK FOR. I MYSELF HAD TO UNDER GO BACKGROUND CHECKS, FINGERPRINTING, AND REFFERALS.THEY REQUIRE ALOT OF TRAINING, CPR TRAINING, AND TREATMENT TRAINING. ALL THE TRAINING IN THE WORLD CAN NOT MAKE YOU BE A GREAT PARENT TO ANY CHILD. IT TAKES WONDERFULL PEOPLE TO BE GOOD PARENTS. BEING A FOSTER PARENT OR NOT.. THIS WORLD IS FULL OF HORRIABLE PARENTS. MOST KIDS THAT ARE PUT IN CUSTODY IS BECAUSE THE CRULITY DONE BY THERE OWN PARENTS.. SEXUAL ABUSE, PHYSICAL ABUSE, MENTAL ABUSE. I HAVE SEEN IT ALL AND DELT WITH IT. THESE CHILDREN THAT ARE LEVEL 2 TO 3 HAVE ALOT OF PROBLEMS . SOMETIMES IT CAN BE OVERWHELMING AT TIMES, BUT IT HAS NEVER BEEN SOMETHING THAT COULD NOT BE HANDLED CORRECTLY. I LOVE MY KIDS AND ALL CHILDREN FOR THAT FACT. BEING A PARENT IS HARD BUT IT REQUIRES YOU TO LOVE , TEACH, BE PATIENT, PROVIDE A SAFE AND SECURE ENVIORMENT. AS A FOSTER PARENT I AM ASHAMED OF THIS FAMILY AND WHAT THEY HAVE DONE. THEY HAVE MADE ME AS WELL AS ALL THE OTHER WONDERFULL FOSTER PARENTS OUT THERE LOOK HORRIABLE. IF TENNESSEE WANTS TO MAKE A DIFFERENCE WITH THESE KIDS.. THEN ALL "GOOD" PARENTS OPEN YOUR DOORS AND BECOME A FOSTER PARENT. YOU CAN MAKE A DIFFENCE IN A CHILDS LIFE "IF YOU ARE A GREAT PARENT" THAT IS THE PROBLEM WITH ALL OF THIS.. NOT ENOUGH HOMES FOR THESE KIDS. AS FOR MR. TAYLOR HE NEEDS TO BE PUT IN PRISON FOR LIFE.. MORRISTOWN IS A SOCIAL SOCIETY. HE ATTENDS THE BIG CHURCH MANLEY, BROWN NOSES WITH THE HIGH SOCIETY, AND IS A STEROID WALKING. IF THIS MAN GETS OFF, IT IS ONLY THAT THE COUNTY FAILED!!!! LET SOME ONE THAT IS A NOBODY DO SOMETHING LIKE THIS.. THEY WOULD BURN IN MORRISTOWN.... IN CLOSING, I WOULD LIKE TO TELL ALL THOSE WONDERFULL FOSTER PARENTS OUT THERE.. KEEP UP THE GOOD WORK !!!

Ouch! Please post in mixed case--all upper case is is painful to read, and it's hard to tell where on sentence ends and another begins. It's also hard to proof-read; I'm sure that you would have seen and corrected at least the most obvious errors in your post if you had been able to see them.

I think we basically agree. I'm not saying that Omni Visions is a bad company, only that they erred seriously in this case and that DCS is making a mistake in trying to defend those errors and its own failure to realize that Taylor was a risky choice as a foster parent. I'm glad that your experience with Omni Visions has been good, and I'd love to see more foster parents post accounts of their relationships with the company.

You are absolutely correct, nightserf. By defending this eggregious behavior, they are essentially saying there is nothing wrong, business as usual.

Even with a lawsuit looming, DCS still see's no wrongdoing? And people wonder why this mother would sue. I can tell you, it is the ONLY way things will change. Asking politely, doesn't get the job done. It takes a hit in the wallet, unfortunately.

"Contracts with Omni Visions are worth about $40 million annually, Department of Children's Services spokesman Rob Johnson said."

*Good. That means after paying out at least $40 million dollars, or 1 years earnings, they will take a harder background look at these foster folks they pay $1000-$2000 a month to beat and kill kids.

Kalebs school didn't have to bring this before the court to get him put into foster care. They could have done some research and had this kid tested for a program that suited him. It sounds as if he was perhaps autistic.

The school has liability in this as well.
The whole tragedy could have been avoided, starting with the school listening to the family. This family did everything shy of getting homeschool certified to do right by this boy. No one else did squat. His death is the result.

NightSerf - Why do you feel the need to criticize someone about how they post and their use of spell checking or proof reading, as in your own first sentence you had an "obvious" error. Stick to the topic rather than criticize someones ability to compose a rather "heartfelt and sincere" posting.

I previously worked as a resource coordinator for Omni Visions. Im not shocked by things like this happening. I saw many unethical practices in my time with Omni Visions. I left for that reason. In the licensing of foster homes, some criminal backgrounds are often "overlooked" in order to open more homes. Also, foster parents are almost manipulated to take certain children. This agency is only about the bottom dollar and not for the children.

None of us are perfect (this is a first-draft medium), but writing all in upper case is often a sign of newness to internet posting. If the writer is simply being obstinate and inconsiderate, nothing will change that behavior, but if she just doesn't know any better, it's unkind to refrain from cluing her in.

Dearest Concerned Citizen,
I seriously doubt you left Omni based on unethical practices and the fact that you would encourage others to bash one of the most "for the children" of agency's in TN not because they don't care but because there are NEVER enough homes because of people like you who turn good people away with your selfish need to express "YOUR" experience, instead of encouraging people to help change the lives of children in a positive way. It's not Omni Visions employee's alone who can make the difference but with the help of those in the community who are able to provide for OUR children. Wake up and accept all organizations have problems and spending time blaming others may make you feel better but it does nothing for the kids and if you were at Omni for any other reason, then THANK GOD you left!

I have actually heard differently about Omni Visions. I hear they suck! I know several people who foster through Omni Visions and they say it is by far the worst. Maybe you are right, maybe they are. I don't know but I do not intend to find out for sure. It may sound selfish and I am sorry for that. I am sure some of these foster kids are GREAT children. But I know for certain a lot of them aren't. I refuse to wake up in the middle of the night with my foster child holding a knife over me, like a close friend of mine did. I am so proud that there are great foster parents out there and this senseless tragedy did nothing to make me believe differently. Keep up the good work people and God bless you all!

When you can get your head out of your anus and realize that many children don't need to be removed from the home, you will be part of that positive change and make a positive difference in the life of a child. Until then, you create more problems than you solve. There would be ENOUGH homes if you'd apply some common sense and keep kids with family.

What happens after these kids you are "saving" turn 18? Do they go live at your house? Or are they found living in the streets? Don't get up on some high horse unless you willing to clean the stables.

There is an after life, and most of these kids turn out worse BECAUSE of your intervention. Your job is fighting for kids? How well are you fighting for them after their 18th birthday?

Let someone uproot you every few months and make you start over without being able to form bonds or see relatives, then come back and tell us how wonderful you feel because you've been "saved". Give me a break.

If a child dies in a bio. home, DCS is on it like flies on crap. Why not the same treatment when one dies in an agency approved home? That's no way to "fight for kids". A dead kid is a dead kid, you hypocrit.

I am a former foster parent 12/21/07-children were removed from my home because of an attack on my husband. I concur with this poster because we were lied to, manipulated and made to feel guilty in order to take these kids. Now, after the murder on New Years day I feel like something should be done to make the actions of these agencies illegal and they should be held accountable.

And what about the child murderer still wondering the streets raising his 3 kids...at his relatives of course ..him and lisa ,,the one whom did nothing but watch. im kalebs mother and i cant help to say..im thankfull for those that support me and my family ,,but for all those defending a murderer and the state . omnivision that doesnt do background checks. You would feel a lot difrent about this if it were your child im sure. So i cant stress enough how something has to be done to save these children from the state..and the court that senteced my child to death. They could have first of all gave me a background check,,and i assure u all..its clean. I cant tell u how misserable it is to deal with this everyday.

Taylor, a former bodybuilder and gym owner, was charged with reckless homicide. He faces a two- to four-year prison sentence if convicted. Henry and Johnson said the Taylors passed an extensive background check before being approved as foster parents.
Taylor had a prior conviction for drunken driving and possession of Schedule II narcotics. Both are misdemeanors. Under state guidelines, neither would have automatically prevented him from being approved as a foster parent, Johnson said
Also Ken has had a prior convition of asault and tresspassing which they forgot to mention. Now u tell me how omnivision missed this?

Kaleb's death is the first inside an Omni Visions home but not the first time a placement has gone awry. Several years ago, a teenager in Omni Visions' care died on a hiking trip. And the firm is being sued in Knox County Circuit Court over a highly publicized case from 2001, when two girls were placed in the care of a convicted child molester.
How many more deaths of our children are we going to allow omnivisions to blame the foster parents? Shame on them for picking these child killers to care for our children. And they call theirselfs child protective services?
