Hey folks,
I went to the strip for a quick beer last week and parked behind the pub because there weren't any spots directly in front of the establishment. The parking lot was for (I think) the hospital. It said "Public Parking after 4 p.m." The bar I was at also had a sign that said "Parking" with an arrow pointing towards the lot, leading me to believe the parking lot was free for patrons. I didn't see ANY sign that said I had to pay until I got back and found a ticket on my windshield from a private company, not from the cops. Then I saw the small sign at the back of the parking lot that said I had to pay $5 or whatever. There was nothing posted at the entrance about paying, it just said "Public Parking after 4 p.m." That sounds free to me. I think this is a money grab and I'm considering not paying the ticket, because it's just a private company who DOESN'T have my social security number, thus cannot hurt my credit report. The fine is for $45. In order to appeal the ticket, they want me to submit my name, address, phone number, etc. which I believe is meant to save them the trouble and expense of looking me up if (when) they say I have to pay it. Has anyone else received a ticket from "Central Parking" in Knoxville and not paid it? Any repercussions?

i used 2 work for central parking. If it says public parking after 4 then it means anyone can park there after 4 it does mean free. lol. Do us a favor and stay your dumba$$ in clinton. An just so you know they have your tag number and they can press charges on you if you don't pay

That's crap. "press charges" my ass. It would cost them more in phone calls that they would ever collect. Throw that bitch away and forget it. I been doin that for years.

all i ever seen when i worked for central parking,was a bunch of trash..you had drug dealers and users and lot managers that stole money from the parking boxes. and oh yeah a manager that used drugs and hired young boys to work there so he could get them in bed..come to think of it,i think some of those folks are still there,,mmmmmmm makes you wonder

That's what I'm thinking, too. Yeah, they do have my tag number. But I don't even know if they can get my phone number and address from that...the DMV would have to give them that information. Even if they did, I'm sure there would be a fee involved. I would say it's too much trouble and money for them to pursue a $45 ticket.

Same exact thing happened to me Wednesday night. Misinterpreted "public after 4pm" to mean free. Public libraries, public concerts like Sundown, and public parks are all free. There are no signs at the entrances stating the rates. In hindsight it was stupid to not check the fine print on the billboard. I saw the sign that said public, parked, and walked away without thinking twice. Get back and what do you know I now have a collection agency after me unless I cough over $45 in the next week.

I honestly think that Central Parking System tries to sucker people into parking in their lots without paying so they can make $45 in two hours instead of $5. I mean from what I can tell you got a ticket the same day I did at the same parking lot (20th & White between the Rolling Gnome and the hospital). This has to happen to people pretty frequently. When you consider that they have 29 lots in Knoxville, I can say with certainty they they make a killing off of people like us.

The worst part about it is that it is impossible to resolve the issue with the folks in Knoxville. They send your plate and vehicle info to Colorado based Parking Revenue Recovery Services. I tried calling Central Parking Systems with the numbers on their website but never made it past hold. I'm not sure how they can charge $45 for their private parking tickets. A ticket from the City of Knoxville is $11, or less than 1/4th of that price.

Well, that's the end of my rant. I guess I am going to try to convince them to accept $5 and drop the bogus $40 non-payment fee, but I suspect the chances of that are nil. Keep me posted on what you do and I will do likewise.

These crooks have to have a license to operate. Start at the license dept. and see what rules they are required to follow AND what department is responsible for overseeing their actions like hiding the fee sign. If they won't act, they could be involved in a kickback... I did that years ago in a city where I lived and found the lot had not renewed their license nor did they have the required liability insurance for operating. Those "Not responsible" signs are worthless. If they accept or demand a fee to park, they are responsible for safety, injuries and damage. In a shopping center that doesn't charge to park, you're on your own.... If you ever watch the "Parking Wars" show, it shows how big cities up North put their parking rules and no parking signs up the pole so far,sometimes 20ft, to avoid vandals,that the normal visitor can't see them, they get written up or towed and it's more money for the city. Entrapment?

Yeah, I'm just going to make them chase me. They don't have any information except for my license plate number. I'm guessing a company like this uses a bunch of scare tactics to pressure people into paying outrageous sums of money to them. Wouldn't it cost them a ton of money to chase me down? I can always just say I never got the ticket.

The city of Knoxville's highest parking ticket is for $25. That's for parking in a handicap space without proper identification. This private company is paying for some corporate fat cat to make millions because of poorly located and misleading signs. I have to wonder if this is intentional.

I've seen the parking lots like that and yes, I think it's a scam way of being able to give out tickets. Our entire system needs an overhaul on how things are done. Tired of people getting scammed from different agencies. I know of someone that was scammed out of over $10,000 right before Christmas. They are hiring a lawyer and going after the person responsible.

same thing has happened to me. I got transferred to a new store for my job downtown and my first night there I got one. It's only 30 tho. But, it has no due date on it, which city parking fines do. So, i'm thinking about pitching mine as well. What can they really do? They don't charge interest and as you've stated before they have no personal information what so ever.

You might want to check state and local statutes. I suspect that parking lot operators are required to post their rates conspicuously. If so, their only recourse if you don't pay is probably small claims court where, with enough documentation, you'd have a good chance of winning.

I also think that collection agencies are probably required by law to have a process for contesting the bills they are hired to collect, and I suspect that they cannot legally report contested bills to credit agencies, so you might want to give that Colorado firm a call.
