CYFD investigates abuse of two-week-old infant

Parents who are incapable of being responsible for the well-being of their child should put the child up for adoption.
The parents of young people who become parents have somewhat of a grandparent responsibility for the child also. Looking at past public cases in the news, it appears that Cyfd is not capable of investigating appropriately.

If CYFD is investigating child abuse, then what is the role of our law enforcement?
