Governor Richardson stubbornly (and I believe rightfully) refused to cut education funding to balance the budget.
For cutting the funding for New Mexico Public education (from Kindergarten through University) and at the same time foisting an experimental grading scheme on them; I give Gov. Martinez and the Legislature a big fat F.
We were already near the bottom in per pupil spending. Our schools are ill prepared to take on additional State mandates w/o a funding mechanism. Simply put; any NEW requirements demanded of them, should come with State dollars attached.

There is no evidence that increasing school funding improves education, or that reducing funding causes any harm. Many states with low per-student funding have high scores on standardized achievement tests, while some states that pour a lot of money into education have low scores.
Many administrative positions could be eliminated, or reduced in pay grade, while improving the quality of schooling. I think if the NMPED office in Santa Fe were shut down, local schools might even be better off.
