Unions are a haven for lazy people...that's the problem. Plus the mayor needs to be the leader of responsible spending and inculcate that idea in his senior management.

The problem with the unions is they promote mediocrity and don't accept it. It's great they are looking to raise wages but when you have employees like those who work for the city of L.A.(Lazy, sense of entitlement, arrogant, surly) then that becomes a problem. Besides streets, sanitation, police and fire, how many times do you come into contact with the city? So why do we need dumb deparments. I mean, what does the "Commission On The Status of Women" do and why does the woman who runs it make over $100,000. I had never heard of them before.

I truly believe that the people of LA are getting the government and services that they deserve. All this whining and complaining on the internet about how city services suck and city employees are overpaid is not going to amount to anything if people don't show up on election day and vote the corrupt politicians out of office. Even illegal immigrants seem to have more political clout on city hall. If the city decides to crack down on illegal immigration (which happens every now and then in my dreams only) illegals get to the streets waving mexican flags... but those who oppose illegal immigration are home watching it on TV and getting angry about it and write "letters" threatening to vote for someone else. But when election day comes up, they just stay home and watch more TV :P residents of LA: stop whining and do somehting about it!!!!

Good governance only happens under the watchful eye of news-media - which the Daily News has done very well - and a proactive, well educated citizenry. Unless we have both working in conjunction towards better governance, I doubt we will see any changes in our city. I bet that when election day comes all union members will go vote for whoever will sign their ever increasing paychecks... but YOU, the taxpayer who always gets the shaft will stay home...

i completely agree there are a lot of people that dont do anything and dont deserve the amount they get paid.. but that doesn't mean NO ONE deserves it.. many city employees do deserve what they get and more.. but if you generalize and cut everyone's salary..thats also being inefficient because you will definitely lose the quality employees..believe me if it wasnt for the high wages & benefits..the city would have no skilled/educated workers..being a city employee has a really bad reputation as it is, everyone knows it doesnt help you further your career outside the city, and everyone knows you're not gonna get rich working for the city..add on all the complaints and crap you get from "citizens" and anyone with a brain and a degree will realize to get out, leaving only the "lazies" we all know about to try and provide services to millions of angelenos..
my point is.. if you want the city to be more efficient.. you HAVE TO get to the big players on top..the ones that are taking the free trips, free cars, free time, free drivers and dont even care to hold their own people accountable for anything.. those are the people you should be talking to.. they are the ones that need to deal with all the "lazies" in the city.. no good can possibly come from the public just lashing out at the front line workers who will be affected most by the scrutiny of having their names, wages and work locations posted on the internet.

I know one of the many whining bureaucrats here will correct me if I'm wrong so let me ask, isn't it the case that if a city bureaucrat works overtime that that overtime is included in their "highest year's salary" when determining their retirement? For example, wouldn't a 49 year old fireman who is authorized to retire at age 50, who earns $95K per year, but who works $50K in overtime in his last year, have his highest year's salary set at $145K per year and wouldn't that be used to calculate the retirement paid for the rest of his life?

I partially agree with you; however, it's hard for the citizens to be well informed when the city employee unions pay to install their handpicked politicians who agree to raise taxes endlessly and pass the revenues back to the unions in the form of outlandish and unjustified pay and benefit raises. It's also difficult when those unions and their handpicked puppet politicians place tax increases on the ballot and lie to the voters by characterizing them as "tax decreases." I think the Feds might need to come into LA and take a hard look at the problem. We must also get labor unions out of city government to get these people working for the people again -- or at the very least restrict those unions from volunteering for and funding the politicians that are supposed to provide oversight for the people.

Don't know if it works with overtime but often the departments will give you a big raise for your final few years so you can maximize your pension at the top rate of pay. It's good to see it finally come out. When I was at city hall (and I made really good money) I always thought its just a matter of time until the public finds out what a scam city hall is. In fact, I suggest this to the Daily News. Try to get an insider to write about all the waste he or she sees. If I was still there, I'd do it.

I think they call it "retirement padding," and it's a total taxpayer ripoff. I would still like to know if overtime is included in the retirement algorithm, I think it is.

Special Bonds-Fees to cover expenses that should be covered thru taxes-Employee expense-if you want the wages paid as outside corp. pays there employees then you sholud be held at the same standards of work expectation and be terminated for poor performance. How easy is it to replace a underperforming worker- Why do your employers dread the thought of having to ask a city/county employee for service(employer the public)This starts at the top and works down. There are alot of good working city/county employees and there are alot of poor performing people> If asked to cut cost the poor performers should go- try to terminate a city/county employee. Its not very hard for the mayor of L.A to ask for special funds to cover expenses why should we not be expected to see where are money is going. Look at your property tax bill alot of hidden fees= The Dept. of Water and Power collecting money for Trash collection services - I own property in L.A. have no vote because I live outside the county- I just have to pay for all the extra fees okayed by the voters- Voters get your moneies worth.USC/UCLA Lawyers can we get a conviction anyone can make a deal.The city leaders and union bosses are not USC/UCLA Grads

The retirement pension is NOT paid by taxpayers. Stop spreading lies. City Employees pay into the pension with every paycheck. Bureaucratic Mess, I don't know what City Employee broke your heart but they aren't all that evil. You need to move on with your life and not be so bitter towards City Employees. They are not the ones taxing you. It is the Government Heads, and they aren't only taxing you, they are taxing City Employees too because contrary to your fairy tale world where City Employees aren't 'real' people and 'real taxpayers', CITY EMPLOYEES PAY THE SAME EXACT TAXES THAT YOU DO. Only they don't go aroung whining about how it's so unfair.

How about just closing up the City of Los Angeles government entirely for 6 months or so. Keep Police and Fire running and shut everything else down. That should balance the budget and also teach the overpaid, under worked City employees a lesson in ecconomics,

I never understood why it was so hard to get rid of a city employee. 2 cents, it seems like you work for the city of L.A. so do me a favor and walk into that room where public works is and ask anyone of those ladies that work up front to do something for you. First you have to get them to stop watching tv or listening to their anti-white radio station. Then you have to beg them to get something done. That is the way it is in department to department there, although that one is the most notorious. Even thier bosses know how bad they are but it is easier to just let them stay then to try to get rid of those lazy women. So try to see it from the public's perspective and not just your own limited city hall view.

So if you want to go that route, City Employees pay their salary and YOUR salary (either directly or indirectly). I know that may seem shocking, that City Employees are real people that consume goods and pay for services, just like you and everyone else but it's true. You shouldn't be so shortsighted. Where did your salary come from?

The difference is-as you well know-taxation does not allow for us to take our business elsewhere so we are forced to pay the taxes to fund the expansion of staff and salaries at city hall that should be cut instead. You're not speaking to someone who didn't work there. I worked at city hall for many years in multiple high level positions. I know the waste that's there and I know that you know the waste that's there. So stop defending it. In a crisis, we all take hits. Its time for the taxpayer to be the only one who has to take the hits.

I wish I could be the secretary at the Airports (Donna) who received $39,000 in OVERTIME pay. She must be very helpful and valuable to her boss.
