LAPD union sues chief over helmet incident

It is commendable that Chief Bratton tried not to inflame a crowd as the helmets generally tend to work mobs up. On the other hand, the police want their brothers protected in a potentially dangerous situation. There are actually two good sides to this issue.
Individuals are cool, but mobs of otherwise cool people are dangerous to everyone in the vicinity.
Prehaps a compromise is to always use defensive gear, such as helmets and shields, but hide or dispense with obvious visually offensive weapons, such as blackjack batons. Tasers, pepper sprays and the like can be concealed from plain view so as not to incite a mob farther, yet they are available if needed to maintain a perimeter of safety.
With this city's deplorable history of violent unrest causing harm and death to citizens and their property, shouldn't we look into some of those non-lethal control devices, like sound-pain machines, which I understand work pretty well.
