Due to a lack of foresight, obvious and proven corrupt policies that failed (REFUSED) to fund prevention and management programs, who should pay? I say the beneficiaries. The property owners without reimbursement from insurance companies should pay the tab.
After all, parsimonious policies from neo-cons, tea baggers and the like exacerbated an existing problem. Let them now step up to the plate and pay for their shortsightedness.
