HARRISBURG, Pa.—Pennsylvania's new transportation law will raise fuel taxes Jan. 1 and companies that supply gas and diesel in Pennsylvania say razor-thin profit margins leave them little choice but to pass on the entire cost increase to the pump.

"Unfortunately, if it's going to go up 10 cents, it's going to go up 10 cents to people we supply," Reilly said. "Nobody can eat a penny today, much less 10 cents."

Under the law, signed Monday by Corbett, higher taxes and fees will unfold over the next five years to collect an additional $2.3 billion to $2.4 billion a year. That's roughly 40 percent of the $5.7 billion the Pennsylvania Department of Transportation is planning to spend this year on state and local roads and bridges and mass transit systems.

The effect on Jan. 1 will be a 9.5 cent per gallon tax increase on unleaded and a 13 cent per gallon tax increase on diesel, according to PennDOT. If the law were fully in effect today, gas taxes would go up by 28.5 cents per gallon, based on the average wholesale price set by the Department of Revenue for 2013.

When spring time gas comes into affect in May, for special blend gas, the price will jump up to 39 cents a gallon by May 15th.

President Bush will leave office as one of the most unpopular departing presidents in history, according to a new CBS News/New York Times poll showing Mr. Bush's final approval rating at 22 percent.

Seventy-three percent say they disapprove of the way Mr. Bush has handled his job as president over the last eight years.

Mr. Bush's final approval rating is the lowest final rating for an outgoing president since Gallup began asking about presidential approval more than 70 years ago.

The rating is far below the final ratings of recent two-term presidents Bill Clinton and Ronald Reagan, who both ended their terms with a 68 percent approval rating, according to CBS News polling.

The Tea Party is less popular than ever, with even many Republicans now viewing the movement negatively. Overall, nearly half of the public (49%) has an unfavorable opinion of the Tea Party, while 30% have a favorable opinion.

The balance of opinion toward the Tea Party has turned more negative since June, when 37% viewed it favorably and 45% had an unfavorable opinion. And the Tea Party’s image is much more negative today than it was three years ago, shortly after it emerged as a conservative protest movement against Barack Obama’s policies on health care and the economy

In February 2010, when the Tea Party was less well known, the balance of opinion toward the movement was positive (33% favorable vs. 25% unfavorable). Unfavorable opinion spiked to 43% in 2011 after Republicans won a House majority and Tea Party members played a leading role in that summer’s debt ceiling debate.

The Tea Party’s favorability rating has fallen across most groups since June, but the decline has been particularly dramatic among moderate and liberal Republicans. In the current survey, just 27% of moderate and liberal Republicans have a favorable impression of the Tea Party, down from 46% in June.

The Tea Party Is Dead. Long Live the Tea Party.

Its birth certificate says that the tea party was born one month after Barack Obama's inauguration, on the day that CNBC's Rick Santelli delivered a blistering on-air tirade against Obama's mortgage bailout plan. But that's only the official story. In reality, we've seen the tea party before. When FDR was president, it was called the American Liberty League. When JFK was president, it was the John Birch Society. When Bill Clinton was president, it was the Vince Foster conspiracy theorists. America's far right fluoresces like this whenever a Democrat is in the White House, and Obama's first term was no exception.

But the tea party burned bright and fell fast. Sure, it galvanized opposition to Obama in a media-friendly kind of way, and helped power the Republican Party to a big majority in the House of Representatives in the 2010 midterms. But given the state of the economy this was a victory they probably would have won anyway. And on the other side of the Capitol building, the tea party was almost certainly responsible for the loss of three winnable Senate seats that year. By 2012, after tea party forces nominated several more "wackadoodles" (in Republican strategist Steve Schmidt's phrasing) and helped the GOP lose two more winnable Senate seats, its name was officially mud.
