True Service animals are one of the most valueable tools someone in need can have. BUT ... there are too many people abusing this privilage. For a fee, any animal can recieve an official looking certificate or someone can just make the claim that their pet is a "Service Animal" without much chaance that it will be challenged. Someone that falsely claims they have a service animal fits right in there with those that use someone else's handicapped placard to park illegally. They are the SCUM OF THE EARTH and I'm being kind. Those that make false claims related to the handicapped should be subject to double the maximum fine on the first offense. In addition, they should be required to work with the handicapped for at least 30 days just so they understand the real reason people need handicapped parking spaces and service animals. A second offense should result in triple the fine.
