The bill signed into law Thursday is part of a broader initiative by California Community Colleges to help more students earn degrees, advance in their careers and transfer to four-year institutions.

As expected, Brown did nothing to trim the unsustainable excess of state workers which are destroying the States future. As a union funding hack, Brown continues to do all possible to bankrupt the State in service to his union masters

Brown has some type of focus about 'ethnic' education. Seems he is focused on stupidity instead of education.
How can you get an education when the fees keep going up? So I get 'trapped' into taking out a student loan that I can't pay back, is that the answer?

We import by the millions an underclass full of losers from mexico, then we're amazed we can't find the money to try educate them. Take a look at the list of Nobel Prize winners in the sciences from Mexico. Even in the arts, it's not a long list. So even Mexico's best don't measure up to the best of America by a long shot, yet we import so many we create an intellectual "black hole" in this country that does little more than suck the resources that would have been available for our own best and brightest.
Brown has fought for illegal immigration, and now he's trying to extort the money to educate them-a lost cause-from taxpayers.
Always vote AGAINST any new taxes. We have plenty of money-far too many illegal immigrants who cough up children statistically drop out of school by 11th grade, and the ones who don't take seats in our local colleges that should have rightly gone to citizens of this country. We are NOT responsible for the cowards and losers of Mexico!
NO NEW TAXES!!

If you read it, an interesting part is that you can't get fee waivers if you're not making the cut academically...
So we've been letting stupid wanna be students with "F's", get financial aid/fee waivers?
It's still cheaper to go to California colleges than just about any where else, but this crazy idea that everyone is smart enough to make good use of it is crazy.

The primary problem with the expensive taxpayer funded California Government school system is that it has entirely too much hard earned taxpayer money.
As we have seen since the radicals seized control of academia, the more hard earned taxpayer money the politicians shovel down the $$$ Big School $$$ rat hole, the more "professional" Government teacher agents become. This self-serving "professionalism" leads them to put the education of us kids last in line.
No longer is Government teaching just "a job", the purpose of which is to teach us kids to read, rite, and cipher. Nay, that is no job for "professionals", who concentrate in fattening their wallets with more taxpayer funded money as befitting the "profession". These "professionals" waste their time and taxpayer money to get impressive Government "credentials" by taking soft-college courses in the theory and practice of societal change in order to justify their demands for even greater salary and taxpayer provided benefits.
As the revolutionaries (elderly druggies)**(now in power)* said during the revolution: "It's time to think outside the box". They did so and, after giving considerable thought to the matter, proceeded to destroy public education.
Now, it is the turn for the overburdened increasingly impoverished taxpayer to think outside the box. The only way to improve public education is to cut the amount of taxpayer money that is available to $$$ Big School $$$. Until that is achieved, Government teacher agents will become even more "professional" and us children will suffer even more.
