A 60-page review of the scientific evidence, some based on state-of-the-art magnetic resonance imaging (MRI) of brain size, has concluded that race differences in average IQ are largely genetic.

The lead article in the June 2005 issue of Psychology, Public Policy and Law, a journal of the American Psychological Association, examined 10 categories of research evidence from around the world to contrast "a hereditarian model (50% genetic-50% cultural) and a culture-only model (0% genetic-100% cultural)."

The paper, "Thirty Years of Research on Race Differences in Cognitive Ability," by J. Philippe Rushton of the University of Western Ontario and Arthur R. Jensen of the University of California at Berkeley, appeared with a positive commentary by Linda Gottfredson of the University of Delaware, three critical ones (by Robert Sternberg of Yale University, Richard Nisbett of the University of Michigan, and Lisa Suzuki & Joshua Aronson of New York University), and the authors' reply.

"Neither the existence nor the size of race differences in IQ are a matter of dispute, only their cause," write the authors. The Black-White difference has been found consistently from the time of the massive World War I Army testing of 90 years ago to a massive study of over 6 million corporate, military, and higher-education test-takers in 2001.

"Race differences show up by 3 years of age, even after matching on maternal education and other variables," said Rushton. "Therefore they cannot be due to poor education since this has not yet begun to exert an effect. That's why Jensen and I looked at the genetic hypothesis in detail. We examined 10 categories of evidence."

The Worldwide Pattern of IQ Scores. East Asians average higher on IQ tests than Whites, both in the U. S. and in Asia, even though IQ tests were developed for use in the Euro-American culture. Around the world, the average IQ for East Asians centers around 106; for Whites, about 100; and for Blacks about 85 in the U.S. and 70 in sub-Saharan Africa.

Race Differences are Most Pronounced on Tests that Best Measure the General Intelligence Factor (g). Black-White differences, for example, are larger on the Backward Digit Span test than on the less g loaded Forward Digit Span test.

The Gene-Environment Architecture of IQ is the Same in all Races, and Race Differences are Most Pronounced on More Heritable Abilities. Studies of Black, White, and East Asian twins, for example, show the heritability of IQ is 50% or higher in all races.

Brain Size Differences.
Studies using magnetic resonance imaging (MRI) find a correlation of brain size with IQ of about 0.40. Larger brains contain more neurons and synapses and process information faster. Race differences in brain size are present at birth. By adulthood, East Asians average 1 cubic inch more cranial capacity than Whites who average 5 cubic inches more than Blacks.

Trans-Racial Adoption Studies.
Race differences in IQ remain following adoption by White middle class parents. East Asians grow to average higher IQs than Whites while Blacks score lower. The Minnesota Trans-Racial Adoption Study followed children to age 17 and found race differences were even greater than at age 7: White children, 106; Mixed-Race children, 99; and Black children, 89.

Racial Admixture Studies.
Black children with lighter skin, for example, average higher IQ scores. In South Africa, the IQ of the mixed-race "Colored" population averages 85, intermediate to the African 70 and White 100.

IQ Scores of Blacks and Whites Regress toward the Averages of Their Race. Parents pass on only some exceptional genes to offspring so parents with very high IQs tend to have more average children. Black and White children with parents of IQ 115 move to different averages--Blacks toward 85 and Whites to 100.

But if this is all true, then we spent a hell of a lot of money the last fifty years, trying to get the majority of blacks to act civilized, for good reason? If black IQ's are holding at 85, how can they cope with the future of America besides becoming wards of the state, via welfare programs, and penal colonies?

When you CREATE a culture of mistrust or constant brow beating that you will never amount to anything or 'poor living conditions', this gets passed on to generations through talk, actions or growing up on the streets so to speak from what you hear or see around you. Many people have broken the chains that bind them and moved on to more prosperous lives but it takes the individual to create this mind set. You only stay in a poor mind set because you know no other way of living or because it is safe for your society and ignorance creates this mind set. No study or MRI will prove differently when you are conditioned not to change. Each culture has their 'norms' as a society evolves and take a sociology course to understand different cultures in different environments and watch the evolution if any. Education if a very good key to strengthen the mind and the more you learn about a society, the more you make a choice about the society you want to live in. Parenting is another 'education' that needs to evolve. What you learn at home becomes a part of who you become. Respect from a parent was something that was demanded and feared at one time, but our society has changed those rules and now 'disrespect' is the education or the excuse now a days. Reaction to these rules intensives with 'expectations' of what other people should do.'Can't we all just get along' just does not cut it anymore. All societies have some type of religious views and that view of mistrust has changed over the years as an example. There is no such thing as 'equality' because one species will always want to dominate another. Politics is an example of talk and dominance. Finding a society to belong and become a productive part is what a life should be all about and there are many parts of the world to chose from and make choices.
Therein lies the rub so find a damned part of society to belong to and become a part of it and leave America alone. We have enough problems we can't solve on our own!

You don't know what you're talking about. Many studies have shown that nature predominates nurture.You must know of kids who had great parents, plenty of money, who wound up living in a trailer park. Education doesn't work too well if the average IQ of the people you're trying to educate is 85.
That's about the IQ of an average 11 year old. If you think of blacks who commit crimes, or lead ridiculous lives, then consider that they have the reasoning facility of a 11 year old, it all starts to make sense.
Put an 11 year old brain into a 30 year old person. How will that person function in society? If told what to do, and given plenty of guidance, that 11 year old in the 30 year old's body might be able to work, even pay for a car, and handle rent for an apartment. But how about being a home owner? How about being responsible for kids he has? At 11 years old, that's not going to be working out too well.
So there you have "the black problem," in a nutshell for you.
While there are blacks who have IQ that are higher, they are the exception, and probably are what creates all the racial confusion for people like you.
Asking blacks to dominate or even be competitive as a society is impossible, just as telling white kids that if they try hard enough, they'll play for the NBA. Some will, most won't, because they aren't genetic peers to blacks in that capacity, just as blacks are not peers of whites in mental capacity.

And what does this high IQ prove? Where is all this intelligence being wasted? Our nations security or is it the United Nations or how about the answers to our homeless. How come no one has come forward to solve the problems of our budget crisis. What does all this high IQ data do for America? Look at the politicians who are running for office, do you call that a high IQ? We have overcrowding in prisons and the results were to put these people back on the streets. Who's IQ determined that? So the bottom line is that having a high IQ does what? For whom? Who's IQ determined the increase in students tuition in our nations colleges?

Your incredibly stupid questions only reflects why, though we have people with higher IQ's in america, all they attempt to accomplish is consistently undermined by people just like you. Just the fact of you posting a comment clouds any issue just a little bit. Add a ton of average IQ people like yourself, and the higher IQ folks, a relative minority, don't have much chance.
You complain about the quality of life in America because you haven't been abroad much. If you were to travel to any country without white people in it, you'd beg to come back here, with new insight to your stinky little goldfish bowl, and how it distorts reality for you.
Your quality of life is based on the fact that a group of high IQ individuals, for a short period of time, had a chance to devise a clever new working system of government for a new country, yet you shift on it like an ignorant hillbilly.
Our founding fathers understood the corrosive quality stupid people have in society. That's why we are a republic, not a democracy. As we slide further into the pits of democracy, with every moron having a voice, we can see their wisdom clearly.
Our constitution was not written, nor was it intended, for black people. It eroded to become relevant to blacks through lack of discipline, or political will to maintain our constitution's fidelity. How's that been working out for us, so far?

This information should be a real boost for the State Democratic Party politicians. The more hopeless, useless, and worthless citizens become the more apt they are to settle for anything with a D beside it's name on a Ballot.
Long Beach deteriorated to the point where Laura Richardson was sent to Congress. It doesn't get any worse than that choice. And, the South Bay actually made the free choice to send Janice Hahn to Congress. Pitiful.

Uh... most asians from countries far poorer than the poorest black ghetto in the unite states arrive here speaking no english, establish businesses, educate their children for white collar jobs, and for the arts. Blacks who have been here far longer generally don't do that, even with affirmative action and welfare to help them get on their feet.
Your reasoning is absolutely asinine. Sad part is, you don't even know it.
