Assistant Peggs fire chief accuses boss of embezzlement
PEGGS, Okla.- Concerned Peggs residents gathered Wednesday night to decide the town's next move after accusations of embezzlement have placed the volunteer fire chief in hot water.
The meeting was called by Peggs assistant fire chief Brannon Holman, who claims Roger Fine used department money to pay for personal expenses.
“I prayed that none of this was true and it didn't take very digging at all, hardly at all,” Holman said.
The assistant chief said he found several checks not used for department purchases, and even played a voicemail in which Fine states his plans to resign.
But others in the community weren't so quick to believe the accusations.
“He is needed in this community, there was no crime here," said Peggs resident Alpha Harvey. "He went down there and he saved my mother's life when that house was on fire."
Fellow firefighters also came to the chief's defense.
“If he gets out as chief, I'm gone, everybody here,” said crew member Pete Milliron.
At this point no charges have been filed.

It serves fine right! Maybe he should resign! I know that Peggy's fire is not trained very well! Many times their trucks are out of water when they head to a fire. Roger is a moron, I personally seen him assault and battery another fireman from another department on more than one instance! The only reason law enforcement wasn't called was bc that firemans chief said not too. I have no respect for that man. I hope he gets jail time but he probably will not since he was/is a deputy.

Roger Fine is a bully this is just the tip of the iceburg set and watch. Hes doing all he can to block the audit because he knows hes facing jail time for what hes done.

Regardless of anyones personal feelings for him, he has spent alot of his time serving the community of Peggs and its residents. Dont be so quick to judge. If he did mess up, then he did, but don't let that override the good things he has done for so many people in the community.

Spending the last 12 years filling your pockets with money that was intended to support life saving efforts is not doing good. The fire department is in such a bad state under his leadership their state funding was pulled last year the only fire department in Cherokee County not to receive funding because he had not; done fire reports, training records, basic training required training for firefighters was not done. And before you blame someone else read the fire department bylaws and state law all of those those requirements are the fire cheif's responsablities. It take more than showing up to a scene and strut around and act like a hero you have do the less glamorous dutes behind the scene.
To say the good he as claimed to have done cancels out stealing public funds is the same logic every theif usese to justify what they have done. As well as the poor set of lack of ethics that cause such justification.
Yes I have seen the evidence, and its in black and white what has been stolen. The worse of it all is it appears he has pulled most all his children who are adults into the mess with him by making them either a part or receipents of his theft.

Former Peggs Volunteer Fire Chief Indictment On Embezzlement, Check Forgery

CHEROKEE COUNTY, Oklahoma - Oklahoma's Multicounty Grand Jury Thursday indicted a former Cherokee County volunteer fire department chief on charges of embezzlement and forging checks on the fire department's account.
According to the indictment, Roger Dale Fine, was chief of the Peggs Volunteer Fire Department. Checks written against the department's bank account required signatures from two of the three people authorized to write checks.
Fine is accused of forging the signature of one of those authorized on several checks. He was indicted on 17 charges total, including embezzlement and delivery of a forged note or instrument.
While writing checks in various businesses around town -$60 at Bob's Mini Mart,$48 at Mel's Diner,$265 at Peggs Hardware - and writing checks to individuals, the indictment alleges Fine embezzled more than $4,725.
If convicted, Fine could face up to seven years in prison for forging checks and up to five years for embezzlement.

Who would be surprised at this knowing Roger. Being beat up twice that I know of for sleeping with another mans wife from the community. To being accused of poaching in New Mexico. Who can remember how he became cheif. That is threating Don of the same thing to get to become cheif.

A former Cherokee County volunteer fire chief was indicted Thursday by a multicounty grand jury in Oklahoma City, according to court documents.
Roger Dale Fine, 54, was indicted on 16 counts of delivery of a forged note or instrument and one count of embezzlement, the documents state. Fine, who was fire chief of the Peggs Volunteer Fire Department, is accused of forging signatures on the department’s bank account at First State Bank in Tahlequah.
Only Fine, Roger Dale Fine Jr.(known as Dale Fine), and Kyle Scott were authorized on the account to sign checks, make deposits and/or transfers, the documents state.
The embezzlement count states that all three men were required to sign a check “to pay the approved expenses of the Peggs Volunteer Fire Department,” but were instead used by Roger Dale Fine “for gambling, personal enrichment, and other unlawful purposes.” The indictment alleges Fine fraudulently appropriated more than $4,725 “to use or purpose not intended or authorized in the course of his office as Fire Chief for the Peggs Volunteer Fire Department.”
The indictment states that on numerous occasions Roger Dale Fine forged the signature of Dale Fine from January 2011 to July 2012 to:

Delivery of a forged note or instrument is punishable by imprisonment up to seven years. Embezzlement of more than $1,000, but less than $25,000 is punishable by imprisonment up to five years, a fine of up to $5,000 and an order to pay restitution, the indictment states.
Roger Dale Fine resigned as the Peggs chief earlier this year, when the allegations surfaced.
As of Thursday morning, he remained employed as a Cherokee County sheriff's deputy.

Indicted Cherokee County Ex-Fire Chief Expected To Surrender

CHEROKEE COUNTY, Oklahoma -Peggs volunteer fire chief charged with forgery and embezzlement is expected to surrender to face the charges.
Cherokee County Undersheriff Jason Chennault told the Muskogee Phoenix that Roger Dale Fine has made arrangements with prosecutors to surrender Monday.
Fine was indicted Thursday by the state's multicounty grand jury on 16 counts of forgery and one count of embezzlement. He allegedly forged signatures on the fire department's bank account to take more than $4,725 that he used for "gambling, personal enrichment and other unlawful purposes."

Online court documents do not list an attorney for Fine.
Fine -- who is also a Cherokee County deputy sheriff -- resigned as fire chief earlier this year and Chennault says Fine has been suspended by the sheriff's department.
