Courts operate on the principle of supremacy, where no state law is allowed to be more severe than a federal law, and no local law is allowed to be more severe than a state law. Because of that principle, sex offenders have filed lawsuits against communities with more-restrictive laws(10/06/2012, Buffalo News).
