LET NEW HAMPSHIRE, VERMONT, AND MAINHE BUILD THE LINES AND USE THE POWER THEMSELVES. AND LET CONN. AND MASS do their own thing. CRY AND SHOUT when they realize they lost out on clean cheap power.
